Summary
The Drinking Water Inspectorate is one of three independent regulators of the water industry in England and Wales. Its primary role is to regulate water companies to provide water that is safe and acceptable to consumers.

The Inspectorate is a well-respected and influential organisation, acting on behalf of the Secretary of State for Environment, Food and Rural Affairs (Defra) to exercise legal powers under the Water Industry Act 1991.

The Drinking Water Inspectorate's vision is to protect public health and maintain public confidence by securing sufficient, safe and clean drinking water, now and for future generations and is seeking an enthusiastic Senior Policy Advisor to lead on areas of policy interface with Defra, CCW and other external stakeholders in order to achieve the four objectives:

  • To improve and protect the quality and sufficiency of drinking water supplies in England and Wales.
  • To protect public health and maintain public confidence in drinking water.
  • To ensure effective and proportionate regulation of the quality of drinking water supplies.
  • To promote strategic planning for water quality and sufficiency now, and for future generations.


This is a very exciting time to join the Inspectorate, as we are developing policy to protect and improve drinking water quality in England and Wales, and we are working closely with OFWAT, UKHSA, industry and other stakeholders to maintain and improve our world leading drinking water quality.


Job description

  • Experience of confidently leading on various aspects of the policy and legislative cycles including the delivery of key policy outcomes.
  • Experience using analysis and information to develop and assess options for decision makers, drawing on expertise from others as required.
  • Understanding of public health and the water industry, or a strong willingness to learn.
  • Evidence of working confidently in an ambassadorial role with multiple stakeholders, both domestic and international, for collaboration and to deliver common goals.
  • Excellent verbal and written communications skills.
  • Commitment to providing excellent customer services.
  • Ability to work at pace to deliver with competing deadlines, maintaining sound, timely communication and managing expectations throughout.
  • Good strategic judgement to identify tensions and links between different areas of work and recognise where your work fits with wider organisational objectives.
  • Excellent task management and prioritization.
  • Proactive, organised, excellent attention to detail, capable of taking a leadership role in complex and multifaceted scenarios, and delivery focused.

Responsibilities

  • Support and promote the development of new regulations and standards to protect public health.
  • Work with the Secretariat to support the establishment and functions of the Drinking Water Advisory Board on Standards. Work with Defra's water quality team and Welsh Government to provide impact assessments and carbon assessments to support the adoption of new legislation, and Ministerial submissions.
  • Engage with stakeholders, including water industry, and regulators to gain consensus for policy changes and update the Inspectorate's guidance.
  • Support communications function within the Inspectorate, assisting with enquiries, media handling, publications and the website.
  • Assist with the production of the annual Chief Inspector's Report to the Ministers, and the Quarterly reports to Industry.
  • Engage with the Inspectors, Data Management Unit and Business Performance Unit and support the work of the Inspectorate providing timely policy advice and wider government context as needed.
  • Propose, scope, and manage research to gather evidence where needed to support new standards and regulations.
  • Support communications function, liaising with Defra comms, providing support during emergencies and to the Inspectorate.
  • Support the Business Performance Unit and the Information Scientist with enquiries, FOI and EIR requests whilst observing adherence to KPIs and GDPR.
  • Actively support website development and content. Identify how emerging communication tools and technologies may be applied.
  • Carry out advisory work as required to support the work of the operational and national teams within the Inspectorate.
  • Familiarity and compliance with Defra procedures.
