Job Introduction


Job Purpose:

  • To deliver London Councils' programme of work in support of sectorled improvement, and provide technical and analytical support, research, information and advice to the London Self Improvement Board (SIB).
  • To facilitate and support borough Chief Executives and senior officers' improvement activity, including Chief Executive peer support and challenge programmes, and supporting the Chief Executives' London Committee (CELC).
  • To undertake analysis of regional and national performance data and other sources of data and insight.
  • To identify and share innovation and leading practice to support boroughs improvement activity.
  • To support the formulation, development, promotion and implementation of key London Councils policy projects and initiatives.
Main Responsibilities

  • To facilitate and support borough Chief Executives, including supporting the Head of Improvement to administer CELC and regional peer challenge and support processes.
  • To contribute to the development and delivery of activity on behalf of the Self-Improvement Board to build borough resilience.
  • To act as a key point of contact for enquiries on issues relating to performance and the selfimprovement agenda in London, responding to queries from colleagues, member authorities and others, as required.
  • To provide technical and analytical support on performancerelated issues, analyse data and other sources of intelligence, and report on outcomes to inform improvement and assurance work.
  • To support the Head of Improvement in the commissioning and management of senior leadership development programmes.
  • To work with colleagues across organisations to ensure that local and regional approaches to improvement and assurance align with the national agenda.
  • To provide appropriate support to professional officer networks as they relate to local government performance and assurance.
  • Support processes to identify and share innovation and leading practice to support boroughs improvement activity.
  • To represent the organisation externally, promoting London Councils' key priorities.
  • To develop and sustain positive relationships with external stakeholders in order to advance London Councils' priorities.
  • To undertake such other duties commensurate with this grade, as may reasonably be required and within agreed timescales and budgets.
  • Be an inclusive team player.

  • Be proficient in quantitative research, data gathering and statistical analysis.
  • Be familiar with qualitative research techniques.
  • Have the ability to analyse data and other forms of intelligence to inform recommendations and approaches.
  • Have excellent IT skills, including intermediate Microsoft Excel, Word and PowerPoint.
  • Have excellent written and oral communication skills.
  • Be able to present technical information clearly and concisely to a range of technical and nontechnical audiences.
  • Be able to present information in a compelling way using data visualisation techniques (including software such as Microsoft Power BI or Tableau)
  • Be able to prioritise and manage projects with effective time management skills.
  • Be able to develop a network of contacts to call upon when developing policy arguments.
  • Be able to represent London Councils at a range of meetings and promote the organisation's key policy priorities.
  • Be familiar with the policy and legislative process.
  • Understand the role of local government and London Councils' role within it.
  • Understand the complexities of working in a sensitive political environment.
  • Be able to assess the equal opportunities implications of local government policy.
  • Be an innovative thinker with creative problemsolving skills.

Sector led improvement (SLI) plays a critical role in supporting local authorities to continuously improve and ensuring there is a collective responsibility for the performance of the sector as a whole.


We are in a period of ongoing change as it relates to assurance and accountability within local government, with the launch of the Office for Local Government (Oflog) and moves to greater regulation in other key service areas.
