Panoramic Associates are working with our local authority client to recruit a Waste Strategic Development Lead This role offers Hybrid working on a full time basis for 18 months and the client would welcome someone who can start asap.
The main focus of the role will be leading on reorganisation of the service to embed the new in-house service with existing teams.
Main Responsibilities (will include but not limited to):
- Develop business cases and implement service improvement to ensure the Council fulfils its legislative requirements as a Waste Disposal Authority and delivers against committed budget efficiencies.
- New contract pipelines and manage the procurement process from a service perspective, including development of contract documents, evaluation process and implement contract mobilisation.
- Leading various projects and interlinking teams to deliver positive outcomes.
- Leading the Waste Service Organisation redesign and delivering all aspects of the redesign implementation from the initial scope to embedding the team into the new structure.
- Champion change and provide strategic guidance for future service delivery options, leading on projects to deliver efficiency savings and operational improvements to support of the Waste and Recycling function.
- Build strong relationships with external enforcement agencies, organisations and companies operating within the field of waste management, such as the Environment Agency.
- Responsible for the development of the Service strategic vision and exerts influence to ensure existing work streams are aligned to achieve longer term strategic ambitions.
Essential experience:
- Educated to degree level or similar vocational level qualifications, or equivalent by experience
- Evidence of continuing professional development and knowledge in relevant professional area with Membership of the Chartered Institute of Wastes Management (CIWM) or the Association of Change Management Professionals (ACMP).
- Knowledge and experience of working in waste management is preferred (ideally within both the public and private sectors), but essential experience required in managing and leading change in a large organisation with a wideranging staff pool and continuingto deliver excellent customer service and value for money.
- Imbedding transformational change in complex environments.
- Significant experience of managing waste related projects, delivering on milestones and briefing Members
- Knowledge and practical understanding of operational activities undertaken by the Council as a Waste Disposal Authority and how these practices need to be considered as part of wider reorganisation plans and
