PURPOSE OF THE JOB


To review, monitor and implement the Council policies, activities and procedures in relation to the operation and performance of tenant management organisations and other related issues and to formulate and implement proposals for change as appropriate.

To assist in the undertaking of the full range of functions for which the Business Unit is responsible.


JOB CONTEXT

  • Manage and personally undertake projects relating to the development and implementation of housing strategy.
  • Undertake duties in relation to the review and development of existing Departmental policy and procedure and make recommendations for any major policy and procedural changes required, in line with current legislation, with particular reference to tenant management projects in the borough.
  • Undertake duties in relation to liaison with tenant management projects, other housing organisations in the borough, other Council Departments, the Department of the Environment, Transport and the Regions, the Housing Corporation and other bodies on all matters relating to the work of the team.
  • Ensure effective support is provided to tenant management organisations, including the assessment of training and further development needs and assisting in their delivery.
  • Work with Housing Finance officers to ensure that proper budget provision is made for operational tenant management organisations and to ensure that these operate in accordance with agreed financial procedures.
  • Assist with the development and policy review of the Department's objectives in relation to tenant management, in liaison with other sections of the Housing Department and relevant outside bodies.
  • Ensure that proper provision is made for developing tenant management organisations, in terms of accommodation and other resources, in line with the Council's policy and its statutory obligations.
  • Undertake duties in relation to the administration of the Council's policy and procedures for the development and support of cooperatives and other tenant management organisations and to the negotiation of management agreement with such bodies on the Council's behalf.
  • Attend and service departmental and interdepartmental working parties and other meetings as required. The presentation of reports to these meetings may be required.
  • Support and, when required, supervise the work of junior staff, students and trainees assigned to the Business Unit.
  • Answer queries and supply complex data and information to senior management, Councillors, MP's, other Section and Departments, the public and external agencies.
  • Operate new technology, including any packages, programmes or systems on the Unit's personal computers and the Department's network, whilst, where appropriate, carrying out any of the above duties.


The post holder will normally work in a specific section but may be required to work flexibly in other sections of the council to ensure service delivery.

Special conditions of service:


Must demonstrate an understanding of the issues relating to Equal Opportunities in service delivery and provision within the Environment and Housing Department and to actively promote ways of eradicating racism, sexism and negative forms of discrimination through the Council's policies and procedures.

Requirement to work overtime and to attend meetings outside normal working hours


PERSON SPECIFICATION
The person specification is a picture of skills, knowledge and experience required to carry out the job.


Knowledge, including educational qualifications:


  • Specific professional qualifications are not a prerequisite of the job but it is expected that the post holder will have a relevant degree or Housing qualification. In depth experience in an appropriate field can be substituted for formal qualifications.
  • Extensive knowledge of housing practices and procedures including a broad understanding of how they operate in the public sector.
  • An in depth knowledge of housing issues and the structure and nature of housing provision.
  • An in depth knowledge and understanding of tenant management organisations and their legal and administrative frameworks.
  • Understanding of the legislation relevant to the post.
  • An appreciation and understanding of health and safety issues and their relation to housing services.
  • A knowledge of policy review and implementation processes.
