  • Role Background & Context
  • Proposed UK government corporate governance enhancements (known as "UK SOX")* will require the Board of Directors to attest to the effectiveness of the internal controls over financial reporting each year.
  • To provide the attestation, three control frameworks must be implemented, embedded, and tested each year.

These are:

  • The Entity Level Control (ELC) framework
  • The Key Financial Controls (KFC) framework
  • The IT General Controls (ITGC) Framework across key Technology systems
  • Although the requirements have yet to be finalised by the UK government, we have already begun work on all three frameworks.
  • In July 2021 this work was formalised into the UK SOX Compliance programme.
  • The programme is structured around three core workstreams, with a Programme Management and Change Management wrapper.

The three core workstreams are:
- which will; define & test ELCs, execute walkthroughs of Finance processes to define the KFCs required for UK SOX compliance & identify in-scope Technology systems, and co-ordinate the testing & remediation of manual KFC's/ ELC's.
- which will; define the ITGCs required for UK SOX compliance and test IT-dependent KFCs and ITGCs over in-scope Technology systems (as identified by the Finance workstream) and identify gaps for remediation.
- which will; size and plan the required Technology remediation work across all in-scope technology systems, and then lead the delivery of the Technology remediation (including design, build, test, deployment, and hyper-care of changes).

  • Role Description
We are seeking an experienced Project Manager to project manage the Technology Risk & Compliance workstream comprising 3 sub-workstreams, with the following key responsibilities:

  • Work with the overall Programme Manager and other workstream leads to understand and manage the dependencies between the workstreams.
  • Coordinate the Technology Risk & Compliance resources required to plan and execute the required technology compliance activities to a high standard, working with Technology Directors and System Owners across the Technology teams required to complete therequired work.
  • Manage overall plan and track progress for the Technology Risk & Compliance workstream, provide robust challenge to subworkstream leads as appropriate to ensure milestones are met.
  • Identify and communicate potential risks for the Technology Compliance workstream, develop and execute mitigation plans for risks, manage issues within the workstream and escalate risks & issues through the programme reporting and governance structures.
  • Prepare and enhance reporting templates used by Technology Risk & Compliance resources.
  • Desired Experience
  • Engaging with senior Technology stakeholders to brief them on plans / timelines, resource requirements, risks and issues etc.
  • Shaping programmes with ambiguous scope and uncertain delivery approach
  • Managing programme scope and working with the appropriate decision makers & governance forums to formally agree changes to scope
  • Managing competing priorities across stakeholder groups and using experience and influencing skills to drive consensus to obtain the best value and solution
  • Understanding of how IT controls mitigate business process risks
  • Creating and tracking against a plan to deliver programme goals
  • Delivery or monitoring of programmes and projects related to regulatory changes and / or technology risk and compliance objectives (e.g. GDPR, US SOX) which included implementation of general technology controls (e.g. access management, change/release management)across a diverse systems landscape
  • Providing advice, challenge and guidance to other programme delivery resources (e.g. Project Managers/workstream leads) to improve the quality of output and overall programme plans / deliverables
  • Defining and agreeing measurable/reportable quality targets (i.e. what is meant by 'done') that other Technology teams agree with and challenging project/delivery teams accordingly if evidence to support 'done' is not sufficiently robust
  • Identifying potential risks and issues, establishing mitigation plans, facilitating discussions and managing escalations
