Voluntary Treasurer Role

  • The Treasurer is a Trustee of Elmore and the role description for Trustees applies to their role. In addition, the Treasurer carries further responsibilities as detailed below.

The responsibilities of an Elmore Treasurer include:
On behalf of the Board, overseeing all financial aspects of Elmore to ensure its short term and long-term viability:
a) Ensuring Elmore operates within the financial guidelines set out in current legislation, by the Charity Commission, in Elmore's Articles of Association, and in policy and decisions agreed by the Board.

b) Ensuring Elmore has adequate financial and internal controls and that they are monitored and annually reviewed by the Board.

c) Identifying and bringing to the attention of the Board any financial risks facing Elmore, as well as possible actions for the Board to take.

d) Ensuring that Elmore holds and maintains appropriate up to date financial records.

e) Ensuring that all end of year financial records are prepared with sufficient accuracy and promptness and contribute a Report for the Annual Report and Financial Statements for each financial year.

f) Monitoring cash flow to ensure funds are sufficient to meet current and future needs.

g) Scrutinising Elmore's annual budget and advise as part of the Finance Sub-Committee and guiding the Board accordingly.

h) Scrutinising performance against the approved annual budget and advising the Board accordingly.

i) Meeting the auditor once a year, independently from the CEO and Finance lead.

j) Formally presenting the financial statements at Elmore's Annual General Meeting.


  • Assisting the Chair and CEO in ensuring that the Board fulfils its duties and responsibilities for the proper financial governance of Elmore.
a) Ensuring that Elmore has satisfactory control systems and procedures for holding in trust all monies, properties, and assets.

b) Ensuring that the income and property of Elmore are applied for the purposes set out in the Articles of Association.

c) Keeping the Board informed and, as changes take place, updated of its financial duties and responsibilities.

d) Advising the Board on the financial implications and risks arising from its decisions.

e) Advising the Board on the financial strategy proposed by the CEO and to review and monitor it on behalf of the Board.

f) Working with the CEO and Finance lead to ensure that financial information is accurate and presented to ensure good governance.


  • Working with the Chair as part of the Finance Sub-Committee to ensure that the CEO, as Company Secretary, manages the day-to-day running of the charitable company. Any voluntary organisation or community group which is a company limited by guarantee must have a Company Secretary. The responsibilities of the Company Secretary are to ensure that relevant rules and regulations of the Companies Act 2006 are complied with.
a) Working with the CEO as Company Secretary and HR lead to ensure that the statutory registers including the register of Trustees.

b) Working with the CEO as Company Secretary and Chair to ensure that statutory forms are filed promptly.

c) Ensuring the CEO as Company Secretary provides Trustees and Auditors with notice of the Board of Trustee meetings.

d) Ensuring the CEO as Company Secretary sends a copy of the financial statements to every Trustee.

e) Ensuring the CEO as Company Secretary facilitates people entitled to do so to inspect company records.

f) Supporting the CEO as Company Secretary and Chair to ensure that the conduct of members' meetings such as the Annual General Meeting comply with the Articles of Association.

g) Supporting the CEO as Company Secretary to ensure publication and dissemination of annual reports and accounts comply with the Articles of Association and statutory requirements.

h) Working with the CEO as Company Secretary and Chair to keep under review legislative, regulatory, and governance developments that might affect decision-making or Elmore's operations. In this work, the CEO will be aided by the management team.

i) Working with the CEO as Company Secretary and HR lead to ensure that Trustees are registered and, following departures, removed without delay with Companies House.
