About DEO


The Defence Estate Optimisation (DEO) Portfolio is tasked with reducing the size of the MOD's built estate whilst delivering more modern infrastructure to meet future military requirements.

DEO plays a major part in wider Government projects and is accountable and responsible for the delivery of prioritised portfolio of programmes and projects against the DIO Business Plan and to support Military Capability.

Over the next ten years, with support from wider DIO and Industry Partners where appropriate, DEO will manage a £4Bn investment programme in core UK Defence sites to support the British Army, Royal Navy, Royal Air Force, UK Strategic Command and Defence Equipment & Support on a range of facilities for Service Personnel and their families releasing many other sites for disposal.

The projects primarily provide new or refurbished buildings through DEO Design and Build Contractors.


Summary of the Role
We are looking to enhance our technical expertise in construction and engineering to support Project delivery.


We are excited to offer the role to champion and promote good design, to gain best value in our Defence Estate Optimisation (DEO) Portfolio projects.

As a design champion the role includes advice on MoD standardised designs and DIO design guidance, monitoring of design use and innovation, gaining and acting to promote good design through experience of projects and industry practice to DEO stakeholders such as advice and support to our Project Management community and our wider Delivery Teams

The role can include technical assurance of designs for project Gateway Reviews or interim reviews and other project advice.

Person specification:


Main Responsibilities

  • Promote good design and provide advice on MOD standardised designs and DIO design guidance to stakeholders including DEO D&B contractors, Technical Service Providers, and delivery teams.
  • Monitoring projects and industry practice to assimilate, feedback and implement for DEO design use and innovation.
  • Provide oversight and assurance to the Client teams that the design and delivery solutions meet relevant MOD standards.
  • Advice and support to the Project Management community and DEO wider Delivery Teams.
  • Work with the engineering/ technical teams to proactively support projects and wider DIO initiatives. Promote design to the wider DIO initiatives.
  • Provide advice on technical issues arising from consultants or Contractors including those affecting commercial, schedule, risk and cost.
  • Support DIO assurance and scrutiny of technical and deliverability elements for Business Cases, Gateway Reviews, and boards.
  • Support the procurement of projects and services. Provide direction to resources to ensure prioritisation of value for money activities.
  • Inspire, empower, and engage with staff to deliver a customer focused organisation. Encourage innovation, fostering a robust team through continuous improvement.
  • Create and promote an environment of strong working relationships both within the team and with other teams across DIO and MOD.

Desirable Experience & Skills

  • Experience of designing buildings on MoD sites.
  • Experience in design advice and designing across the RIBA stages for buildings in the UK in excess of £8m.
  • Worked to or advised on client technical property standards, design guides or similar for UK buildings.

  • Chartered or equivalent Membership of a relevant construction design Professional Body; e.g. Chartered Member (RIBA) or Chartered Building Surveyor (MRICS/ FRICS) or Chartered Building Service
