Information & Technology Services (iTECS) is a Division within Scottish Government and part of Digital Directorate.

It is headed by the Chief Information Officer and has responsibility for:


  • Delivering corporate ICT and information services for Scottish Government;
  • Delivering shared ICT services (SCOTS Connect) to paying customers across the central government community in Scotland shared services customers now make up around 50% of the 22,000user base;
  • Protecting Scottish Government's information and ICT assets;
  • Contributing to the delivery of Digital Public Services by ensuring that our people and businesses are making the most of the digital opportunity; and that ICT public services are customercentric, collaborative, integrated, efficient, and continuously improving by making best use of digital technology.


The Financial Consolidation & Reporting Lead role sits within a new Digital Operations team and reflects a change in iTECS responsibilities to provide technical and operational support to an expanding list of digital platforms and services, including the migration of the SG's current HR and Finance systems to the Oracle Cloud/Fusion Platform.

Job description:


HOW WILL I SPEND MY TIME?


You will liaise with other technical team members, Finance and Corporate Hub colleagues to ensure config changes, fixes and releases are deployed in a controlled, consistent manner.

You will have line management responsibilities for others supporting ERP and EPM modules.


You will also work closely with Oracle, creating and managing service requests as required to resolve issues as they arise.

With existing digital skills, the postholder is likely to be, or quickly become, someone with deep Oracle Fusion ERP and EPM knowledge, focussing on Financial Consolidation & Close Cloud Service (FCCS) and Enterprise Reporting Cloud Service (ERPCS).


Your main responsibilities will include:


  • Work within and manage a team of Oracle ERP and EPM module technical leads ensuring technical skills are developed and maintained to support Oracle Fusion.
  • Work closely with the Technical Delivery Manager and other team specialists to ensure successful configuration outcomes and report progress for ERP and EPM support and development.
  • Work with business leads to understand user stories and lead corresponding design, configuration & testing for enhancements.
  • Implement and manage processes for resolving technical issues and work with Oracle and other third parties to resolve incidents as required.
  • Document technical and nontechnical requirements and update configuration workbooks, standard operating procedures and other knowledge management articles as required.
  • Support the Oracle quarterly change and release management process.
  • Represent the Oracle Fusion technical team on various fora and boards, as necessary.

WHAT IMPACT WILL I HAVE?


After a successful year you will have played your part in the successful launch of our new Oracle Cloud platform ensuring the support, development and maintenance of Oracle EPM and ERP is robust and well managed.

You will have worked with business areas to define requirements and implement solutions and work with other Oracle Cloud technical team members and other stakeholders to ensure maximum value for money for the public purse.

ESSENTIAL CRITERIA

  • Functional knowledge in Oracle Financial Consolidation & Close Cloud Service (FCCS) and Enterprise Reporting Cloud Service (ERPCS)
  • Configuration of Oracle planning modules
  • FCCS, ERPCS
  • Configuration of OOTB reporting tools SmartView
  • Process knowledge of financial consolidation & close and preparation of functional specs for integration and reports
