Job summary:

The IPA is the government's centre of expertise for infrastructure and major projects.

Reporting to both HM Treasury and Cabinet Office, the IPA operates at the heart of government, working on a wide variety of high-profile and politically-charged projects, from railways to schools to defence and hospitals.


Reporting to the Permanent Secretaries at Cabinet Office and HM Treasury, this Major Projects Review Group (MPRG) Adviser role sits within the Policy and Strategy Team in the IPA's Strategy, Performance and Assurance cluster.

As well as helping embed the IPA's work to strengthen project delivery across government, this role contributes to maximising the impact of the MPRG.

This group considers some of the largest and most complex projects across the Government's Major Projects Portfolio (GMPP) and is a vital part of the Prime Minister's drive to improve delivery across government.


This function provides high-quality and timely support to the senior officials across the IPA, HM Treasury and Number 10, as well as expert, independent advisers.

Within this role, you will be supported to work within a motivated team, to exercise your judgement and establish positive working relationships with a wide range of senior officials across all of Whitehall.


This high-profile and demanding role is an opportunity to play a major role in how the most complex of government's major programmes are scrutinised and set up for success.

It will require you to work independently, develop and maintain a strong network of relationships across government, and engage confidently with senior officials.


This is a stretching role, where you will support a wide range of senior colleagues across departments to make clear and evidence-led recommendations, situating them within the context of government priorities, and assess where key interventions can be made to improve outcomes.


Job description:

Key Responsibilities.

The Secretariat role requires the post holder to:

  • Providing highquality advice to the MPRG Co-Chairs (Second Permanent Secretary, HM Treasury and CO Permanent Secretary) and other key officials on all areas of MPRG's work including current programmes and future direction.
  • Providing efficient and effective secretariat support for MPRG, managing panel meetings and keeping the process under review to ensure the panel is best placed to provide robust assurance of Government's most highrisk, highvalue projects.
  • Build and maintain effective relationships across the IPA and with HMT spending teams to identify the right projects for inclusion in the MPRG Forward Look.
  • Establish credibility with senior officials and feel confident to work autonomously.
  • Building MPRG's capacity including recruiting new panel members, reputation management and identifying risks or areas of underdelivery and intervening swiftly to mitigate.
  • Developing and maintaining excellent working relationships with HM Treasury and independent panel members, who are seniorlevel executives in Industry and in other Government Departments.
  • Support the wider policy team across the IPA and improve engagement with ministers and senior Whitehall stakeholders.
  • There will be significant opportunities to stretch beyond the confines of the MPRG role, the role holder will work closely with HMT and crossWhitehall colleagues drive improvements across the project delivery and approvals systems.
  • The post holder will work closely with HMT on spending control reforms and embedding these within the project approvals and delivery systems.
  • The role holder will also have the opportunity to engage directly with the No10 Delivery Unit. This will include identifying priority projects that should be escalated to No10 for support, direction and scrutiny.

Person specification:


Skills and experience:

  • Ability to work proactively and independently, to manage a busy workload and deliver against competing deadlines and priorities.
  • Experience of building constructive relationships with senior stakeholders in Whitehall.
  • Ability to communicate effectively verbally and in writing.
  • You need to be good at troubleshooting and taking the initiative; very well organised and very comfortable with working with senior leaders across Whitehall.
  • Programme/project management skills are desirable but not essential but a foundational understanding of project man
