Band 13 £64,746 - £72,792 (Increasing to £65,301 - £73,419 from September 2023 following a transitional pay award period)


Based at:
Location - agile between home and Forth Banks Police Station, Newcastle


This is an exciting opportunity for a highly experienced finance professional to lead the joint finance team fulfilling a dual role for the Chief Constable and the Office of the Police and Crime Commissioner.

You will be influential in supporting the delivery of the police and crime plan, adopting an innovative approach to service delivery and forging strategic partnerships, with senior stakeholders at local, regional and national level.

Influencing key investments and policy decisions, enabling an efficient and effective police service for the communities within Northumbria.

The Deputy Head of Finance (Deputy Section 151 Officer) is a prominent role that entails high levels of personal responsibility, resilience and autonomy with a key role in shaping the future of Northumbria Police.

As DHOF, you will ensure excellent financial management and enable opportunities to be maximised to drive innovation and deliver effective business change.


The Role:


Responsible for the overall leadership, management, control and strategic direction of all areas of the Finance Department to ensure the delivery of a responsive, effective and accurate financial management service across Northumbria Police, the Office of the Police and Crime Commissioner and identified partnerships.


Support the Head of Finance (CFO) as the Deputy S151 officer in order to deliver the strategic objectives of both the Force and the Office of the Police and Crime Commissioner.


Specific areas of responsibility include:


  • Providing leadership and strategic future development of financial services, including Payroll; Pensions; Technical Accounting; Financial Management; Treasury Management; Exchequer Services and ordering; Financial Systems; Banking and Cash Management; Insurance and Taxation.
  • Ensuring effective Financial Business Partnering and championing Business Planning and Service Improvement across the Force.
  • Overseeing the financial planning cycle to ensure that strategic, business planning and budget processes are fully coordinated to establish the revenue and capital plans.
  • Lead on management of the preparation of the statutory Group Financial Accounting Statements and the production of the Annual Governance Statements.
  • Manage the delivery of all financial, governance, compliance and scrutiny matters.
  • Lead on providing management and professional financial advice to the Executive Team and the Police and Crime Commissioner.
  • Manage and be responsible for welfare of the Finance Department.

  • Already operating as a highly effective finance lead, equipped with the strategic and political acumen to contribute to our future development.
  • Values led, who blends authentic and inclusive leadership, with technical expertise.
  • Experienced in leading business change with a sophisticated level of critical thinking, consistently looking beyond the obvious and exploring alternatives.
  • Possesses a high degree of interpersonal competence that enables them to influence the organisations to continue to focus on their strategic priorities.
  • Able to translate and highlight key financial insight in a manner that the Strategic and Operational leadership can understand and be held to account on. Developing strong relationships is the foundation stone that enables this.
  • Holds a relevant professional accountancy qualification i.e. CCAB
