Job summary:

His Majesty's Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194.

It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.


The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth-based ships.

HMNBP is one of three naval bases providing enabling support as part of the nation's defence strategy.

In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas.

This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship's companies preparing for operations.

An exciting opportunity has arisen to manage the transition of the current Defence Marine Services (DMS) Contracts into the future 4 Defence Marine Service Next Generation (DMS-NG) Contracts.

DMS are an Intelligent Customer organisation responsible for overseeing tasks a year delivered by our Industry Partners for over 20 1* customers in Defence


We are looking for a dynamic and adaptable Transition and Change Manager comfortable with working at pace and in a high pressure environment.

You will excel in written and verbal communication and have a good understanding Programme Transition and Change activity.

Job description:


Key Responsibilities:

  • Responsible for leading the Transition and Change activity from 2 current marine services contracts into the Defence Marine Services-Next Generation (DMS-NG) programme. Engaging with the DMS stakeholder community and the Next Generation Project to drive business change impact activities throughout as appropriate ensuring that all activities are implemented smoothly to support the continuity and service delivery and assist the Next Generation Project in achieving benefit realisation.
  • Support the 'phaseout' and exit from the current contracts (CPMS/RSACT) and the 'phasein' activity to ensure smooth transition to the DMS-NG contracts.
  • Chair Transition Working Groups. Advise senior management on readiness for transition.


  • People Issues

  • Lead on the development of the DMS Target Operating Model (TOM) and future programme resourcing; workforce reform; TUPE and TU engagement.
  • Advise on Land, Leases and Berthing requirements across the DMS footprint.
  • Lead on Contractor Security personal and physical requirements, Security Aspects Letter.
  • Management of Intellectual Property Rights (IPR) in conjunction with Commercial and Service Providers.
  • Lead on Tender questions covering TUPE, Workforce, Transition. Act as Moderator where required.
  • Provide support to all senior management on any aspects of delivery of transition milestones as required.

Person specification:


This post is primarily responsible for delivering successful Programme Transition from 2 current marine services contracts (CAT A programme) into 4 DMS-NG contracts, it is therefore essential that the post holder has knowledge and experience of Transition Management, Benefits Management and drafting of Business Cases.
