Cities and Local Growth Unit

The Cities and Local Growth Unit (CLGU) is an innovative joint unit between the Department for Levelling Up, Housing and Communities (DLUHC) and the Department for Business and Trade (DBT).

We are working on Government's Levelling Up and local economic growth policy agenda.

We empower all places - from rural areas to major cities, from prosperous places to those facing challenges in the modern economy - to bolster their potential through boosting economic growth.

We do this by connecting places and government through our unique combination of regional and Whitehall based teams working across two government departments.

We use our networks and intelligence on what is happening in places to shape policy across Whitehall to unlock local growth.


Northern Powerhouse Policy Team

We have an exciting opportunity to join the CLGU Northern Powerhouse Policy Team and support the Government's ambition to deliver levelling up ambitions across the north.

The Northern Powerhouse Team is responsible for leading and coordinating policy across Government departments to develop, deepen and deliver opportunities that will enable greater productivity across the north.

We work with closely with ministerial offices across DLUHC and DBT to promote visits, parliamentary briefings, partner engagement and identifying investment opportunities across the North.

The Northern Powerhouse team has an existing presence in DLUHC Manchester, Leeds and London offices.


Job description:


This role will involve policy leadership opportunities at executive officer level to support the Northern Powerhouse (NPH) Team in the delivery of Government's flagship Levelling Up policy.

This will include the identification and delivery of cross departmental policy priorities and research and conversations with external partners to understand how policies are landing across the north.


This is an excellent opportunity for someone who wants to be part of a policy team to shape the development and delivery of policy options in the north, and develop place-based experience.


You will:


  • Support and contribute to the team's policy and partner engagement work across the North: with clear leadership objectives at executive officer level.
  • Work with the team to build effective working relationships with colleagues in Northern area teams (North West and Yorkshire, Humber and the North East), and other government departments, to deliver northern policy priorities.
  • Work on ministerial correspondence and briefings, arrange and host ministerial and senior official visits to the region including drafting briefing and information packs and contribute to the team's project and policy management functions. We will support you with learning and development opportunities on effective written communication if needed.
  • Horizon scan by monitoring reports and events pertinent to our policy work in the north, providing summaries and analysis of the work of external stakeholders and groups.
  • Work with other CLGU panregional teams (e.g. Midlands Engine, Western Gateway) to develop efficient panregional approaches and advocacy.

Person specification:


Essential criteria

  • Policy background or awareness, including preparing concise commissions.
  • Good analytical skills and attention to detail.
  • Flexible and supportive, ability to lead areas of work on behalf of the team.
  • Excellent organisational and/or Project management skills, including delivering at pace to milestones.
  • Interpersonal skills needed to work well with colleagues, other civil servants and external partners.

Desirable criteria, or willing to develop

  • Experience and confidence in briefing senior officials/stakeholders.
  • Good stakeholder management skills.


This role will work to a Grade 7 lead, who will provide support and mentoring to develop skills and confidence in the role.
