Job summary:


We have an exciting opportunity at DCMS to join our dynamic and engaging Finance Business Partnering team which sits within the Finance Directorate.


You would be working for a team who support effective financial management with our internal policy teams and Arms' Length Bodies on a diverse and fascinating spectrum of work, from supporting our major cultural institutions, digital initiatives, film and broadcasting, sports bodies, to regulatory functions.


As a Finance Business Partner you will work with Budget Holders within the department, using your specialist finance expertise and building effective relationships to provide support, advice and constructive challenge to ensure the effective operation of DCMS's systems of financial and budgetary control.

This role as Finance Business Partner will be supporting the delivery of the country's digital agenda.


Job description:


Key responsibilities of this role:

  • Ensure all DCMS financial controls, policies and procedures operate effectively and on a timely basis.
  • Build and manage effective relationships with internal Budget Holders to understand their business in order to support the delivery of departmental priorities for value for money.
  • Provide high quality finance advice and analysis to stakeholders to support and enable good policy decisions whilst managing their budgets in line with agreed government finance rules. Provide advice and guidance on all financial matters as necessary, from accounting to budgeting and the government's Estimates processes.
  • Actively work to promote good financial management and to build an environment in which the advice and involvement of the Finance Team is actively sought at the start of policymaking. Deliver a customerfocussed service that balances the needs of the Department with an understanding of local priorities. Act as an agent for change wherever the opportunity arises to protect, drive or add value.
  • Support Budget Holders through the annual (and multiyear) budget setting process for DCMS itself, including administration, programme, capital and depreciation budgets as relevant, and through inyear budget review exercises. This includes reviewing and quality assuring returns from Budget Holders to ensure that DCMS budgets are established on the basis of a complete and realistic assessment of business need and associated risks and pressures.
  • Build and manage effective relationships and networks with stakeholders on joint areas of responsibility or dependency, including Commercial, HR, Legal and Internal Audit.

Person specification:


Essential requirements

  • Full CCAB or CIMA accountancy qualification or actively training, or equivalent
  • Experience of providing financial advice on complex issues
  • Collaborative and able to work well with others
  • Highly numerate and literate
  • Able to work well under their own initiative (a selfstarter)
  • Solutionsorientated and able to complete work in a timely manner without prompting
Desirable skills

  • Previous Business partnering experience
  • Working knowledge of Managing Public Money and central government accounting and budgeting rules
  • Intermediate or higher Excel skills

Qualifications:
