Description

The Human Resources Strategic Lead is responsible for providing professional advice and implementing innovative people solutions that reflect best practice and support the complex operational needs of the Police Service of Northern Ireland.


Hours of Work:

Monday - Friday with a requirement to work outside office hours when necessary to meet the demands of the role.

37 working hours per week (42 hours gross)


Salary - £52,026 - £55,685 (under review)


Main Activities:


  • Supporting the Director and Deputy Director of Human Resources in developing, integrating and reporting against progressive people and culture strategies, procedures and supporting systems.
  • Developing and maintaining strong relationships across a broad range of internal and external stakeholders to develop and implement innovative people solutions.
  • Designing, recommending and delivering innovative resourcing solutions that take account of risk and meet business need and operational priorities.
  • Leading, managing and successfully delivering complex crossfunctional people projects across the organisation within specific timeframes.
  • Systematically delivering analytical and datadriven people solutions in partnership with senior policing leaders and people managers.
  • Maintaining a strong focus on high quality customer engagement and pragmatic delivery of Human Resources services.
  • Developing and leading consultation on progressive people policies and processes, including chairing associated governance groups.
  • Assuming responsibility for strategic transformation and operational change work streams; ensuring human resources considerations are reflected from the outset in organisational design.
  • Managing escalated disciplinary and employee relations issues in order to quality assure associated investigations and mitigate against the risk of legal challenge.
  • Demonstrating and communicating the value of an engaged and diverse workforce and proactively acting as ambassadors in embedding the organisational culture and innovative ways of working.
  • Advocating and instilling confidence in the Human Resources Operating Model across the organisation.
  • Working in partnership with other functional Strategic Leads to ensure a planned and multidisciplinary approach to the collective delivery of the Human Resources agenda.
  • Providing leadership, support and guidance to Human Resources teams; inspiring them to develop their capability and optimise performance.
  • Engaging in continuous learning and development to further develop professional Human Resources skills that reflect user insights and emerging best practice.

Person Specification

Essential Qualifications

  • A degree or equivalent qualification in a relevant area.
  • Member of Chartered Institute of Professional Development.

Essential Skills, and Experience

  • Minimum of three years' experience in a senior Human Resources role in a complex and challenging, large* organisation. ("large" is defined as an organisation with more than 300 employees).
  • Professional credibility in providing Human Resources advice and guidance to senior management within a fastpaced operating environment.
  • Strong interpersonal skills and the ability to engage stakeholders and manage relationships effectively.
  • Innovative approach to delivering people solutions and overseeing organisational change programmes.
  • Ability to work under pressure in responding to changing and competing complex Human Resources issues.

Essential Other

  • Applicants must have a valid driving licence and a car available for official business use, or access to a form of personal transport that will enable you to meet the requirements of the post in full.
  • IT literate specifically in the use of the Microsoft Office suite (including MS Word, MS PowerPoint, MS Excel and MS Outlook)
