Job summary:


The Naval Base Commander (Devonport) Apprentice Scheme Lead will work as part of the Business Resilience & Sustainability team within HM Naval Base Devonport.

This new and exciting position will provide a challenging and rewarding role that supports the NBC(D) organisation with the design, implementation and delivery of an NBC(D) Apprenticeship Scheme.

The aim of which is to grow talent within the organisation and provide resilience and sustainability to the workforce.

This position is advertised at 37 hours per week.


Job description:

The Naval Base Commander (Devonport) NBC(D) Apprentice Scheme Lead will be a key post within the NBC(D) business.

Key areas of the position are as follows:

  • Responsible for the successful implementation of the Naval Base Commander (Devonport) NBC(D) Apprenticeship Scheme by delivering and designing the HMNB Devonport Apprenticeship Programme.
  • To be accountable to the Business Resilience & Sustainability (BRS) Team Leader for the leadership, management, and successful delivery of the NBC(D) Apprenticeship Scheme.
  • Develop and implement the NBC(D) Apprentice Strategy to ensure effective governance, business planning and delivery of the Apprenticeship Scheme for the organisation.
  • Develop and produce an apprentice framework to support the business with a comprehensive scheme to aid the organisation in developing a resilient and sustainable workforce.
  • Design and deliver a comprehensive phase by phase training programme.
  • Provide SME advice for NBC(D), the ExCo and the wider FGen & NCHQ community on the apprenticeship programme.
  • Manage the training supplier relationship through engagement with the external training provider and the Commercial team to ensure that training provision is meeting requirements and providing value for money.
  • Manage the performance and development of the apprenticeship team within the reporting chain.
  • Accountable for the delivery and continuous improvement of apprenticeship scheme.
  • Safeguarding point of contact to ensure the physical safety and mental health and wellbeing of apprentices throughout their apprenticeship to include other direct reports.
  • Provide relationship management between the BRS team and directorates to ensure the scheme's professionalism, and technical requirements align to the business and operational requirements.
  • Lead on the training supplier contract award activity via the Commercial team.
  • Develop stakeholder communications within NBC(D) and wider Devonport/Navy Command/MOD.
  • Represent the NBC(D) organisation and BRS Team Leader at working groups and workshops related to early careers/emerging talent.
  • Provide a senior escalation point for issues relating to contract management, and apprentice related issues.
  • Report Management Information to NBC(D)'s Executive Committee (ExCo) through the BRS Team Leader.

Person specification:


The post holder will have proven ability to work with varying internal and external stakeholders, have a passion for developing emerging talent, have strong verbal & written communication skills, and a natural ability to think strategically.

The position requires an optimistic and enthusiastic people person who has a strong team ethic.

A diplomatic team-player who can establish positive relationships and work collaboratively with stakeholders across the organisation and at all levels.

They must have strong interpersonal skills and the ability to build collaborative relationships. They must also have the ability to listen to and interact confidently with others.

There is a requirement to manage multiple projects and tasks effectively, always planning so deadlines are met and ensuring a quality output is maintained.

All whilst demonstrating accuracy and attention to detail.
