Morrison Energy Services (MES) are recruiting for a
Wayleave Officer on a 12 month fixed term contract,
to work on our 4VK overhead line contract in
Wyboston, Bedfordshire.
The 4VK project spans some 90km from Peterborough down to Stevenage broadly following the route of the A1.


The role of a wayleave officer is to liaise with the numerous stakeholders and land owners affected by the scheme and arrange access for MES staff and contractors to the National Grid overhead line work areas.


Main Purpose of Role


Working with the client's land & development team and their grantors (landowners) to agree site access routes and resolve any issues in using them.

Where necessary and in conjunction with the MES site team taking the initiative to review and amend the access routes to meet the planned activity and gaining approval of the grantor and client.


Maintain good relations with the client, grantors and third parties informing them of any changes to programme that will affect them and responding to any queries they may have.


Production of schedules to describe the scope of access & accommodation works, identifying land ownership boundaries, access routes, utilities, environmental and other permissions that are required to facilitate the works.

Review the scope of works on site to determine how the activities may be accommodated within the client wayleave or easement

Work closely with the MES construction team ensuring issues are resolved and the programme is not delayed.


Key Duties & Responsibilities

  • Maintain a good working relationship with the client, grantors and third parties.
  • Knowledge of farming, industrial land use and other land management issues would be an advantage.
  • Creating and maintaining records of agreements and changes regarding access to site.
  • Liaise with the client's land officer and the site delivery team to understand the access required, what is permissible and to arrive at a solution which satisfies all parties and can be delivered within the consents and within the contract budget.
  • Fielding and recording day to day queries, referring to the client as required.
  • Update drawings and records with agreed changes
  • Ensure that the client's is updated on the progress and programme of works to ensure that all operations are carried out without interruptions.
  • Working with the client's land officer to arrange and obtain any necessary access agreements or consents with stakeholders including local authorities, highway, railways, waterways, other utilities and the like.
  • Liaise with local planning authority on the management of public rights of way (PROW) during construction activities.
  • Ensure the access & accommodation works schedules include the full scope of works as a record for MES, the client, grantor or third party. If the scope of work is changed by anyone including the client or third party, this request will need to raised through the site delivery team to capture the cost and programme changes arising from the change.
  • Support other members of the site team with the identification of any utility services taking information from drawings, markers, third party information.
  • Escalating issues to National Grid regarding grantors or stakeholders where the demands are exceeding MES's authority to resolve.
  • Inspect the access routes ensuring that they are clearly marked, and the route is agreed with the grantor(s).
  • Responsible for record of condition pre and post works, collating information and logging photographs
  • Work with the site delivery team to ensure that access routes are handed back in accordance with the agreed programme and to the agreed condition.
  • Identify, and coordinate with grantors, minor repairs to hedges, fences, gates etc. to maintain security of access
  • Responsible for uploading relevant information relating to site access and wayleaves onto client's online portal
  • Own and be responsible for updating a access concerns document which is discussed during weekly progress meeting with the client and stakeholders

Supplementary Duties and Responsibilities

  • Support reviews of method statements and risk assessments (RAMS) that are specific to access activities.
  • To undertake any other duties as and when necessary to meet the varying demands of the business and satisfy customer needs.
  • Support inductions by providing information associated with grantors.
  • Attend the weekly safety and progress meetings. Attend monthly client review meetings.
  • Demonstrate safety, integrity & commitment always.
  • Working on site will require the Wayleave Officer to undergo basic safety and engineering familiarisation training which will be provided by MES.
