Job summary:


The Strategic Command Safety Centre are looking for an enthusiastic, motivated and experienced individual to fill the role of Health, Safety and Environmental (HS&EP) Advisor and provide subordinate organisations with advice on safety hazards and associated risks across the Command.


The role will form an integral part of the Chief Environment and Safety Officer (CESO) team and advise on the requirements of international standards ISO 45001 and 14001 and Ministry of Defence HS&EP Policy, promoting best practice across the Command, supporting the effective management of occupational HS&EP risks, and providing assurance to senior management.


The post is advertised at 37 hours per week and is intended to be full-time and therefore part-time or job share can only be considered if full-time cover can be achieved.


Job description:


The Strategic Command (UKStratCom) TLB (Top Level Budget) is one of the four Military Commands operating in the UK and overseas, including locations in Cyprus, Gibraltar and South Atlantic.

The purpose of the Safety Centre is to enable UKStratCom to deliver its outputs whilst protecting Health, Safety and the Environment.

This is achieved through the provision of professional HS&EP advice, training and support to Business Units, Heads of Establishment and managers throughout the TLB.

The Safety Centre also provides Commander UKStratCom and his Executive Committee with HS&EP assurance through audit and regular performance monitoring and reporting.


Responsibilities

In particular the post will be required to:

  • Support Deputy CESO by providing UKStratCom Business Units, High Level Budgets (HLBs), Heads of Establishment, etc. with professional advice on Occupational HS&EP for them to meet the HS&EP objectives in the UKStratCom Command Plan.
  • Interpret legislation and MOD Policy to support the drafting of TLB HS&EP strategies/directives/procedures/team plans and provide appropriate and timely briefings (written & verbal) to the chain of command and stakeholders as required.
  • Represent the TLB at MODwide HS&EP Committees (e.g. Defence Safety Authority Working Groups, internal and external stakeholder meetings), providing competent advice and guidance, to ensure that UKStratCom interests are represented and informing team members of current and relevant issues and initiatives.
  • Provide peer support to Safety Centre colleagues and promote a positive HS&EP culture through liaison with the TLBwide HS&EP community.
  • Maintain and develop own competence by identifying relevant development opportunities and retaining memberships of relevant professional bodies.
  • Contribute to the Safety Centre HS&EP audit programme as an audit team member and where required fulfil the role of Lead Auditor. Auditing will necessitate some travel both in the UK and overseas.
  • Provide advice and support on Occupational HS&EP throughout the TLB and guidance on all HS&EP statutory/mandatory requirements (e.g. COSHH, PPE & RPE, PUWER, Electrical Safety, Permit to Work, Hot Working, Legionella, Maintenance, Construction & Excavation, Control of Contractors, Asbestos, First Aid, Management Systems).
  • Support the production of quarterly and annual performance reports, highlighting areas of potential weakness to Deputy CESO for consideration.
  • Contribute to the Safety Centre training programme by developing and delivering awareness briefs, toolbox talks, and modules of the IOSH Managing Safely and Risk Assessment courses where required.
  • Promote a positive HS&EP culture across the TLB by supporting initiatives and regularly engaging with HLBs, and relevant stakeholders in other organisations to share ideas and identify areas of good practice.

Person specification:

You will be expected to have a good working knowledge of HS&EP management.

Suitable applicants will possess good communication skills and be able to work independently whilst delivering results within their area of responsibility.


The post holder will be required to support the audit and assurance programme and required to complete regular travel in the UK and overseas.
