Head of Policy & Performance
At Northumberland County Council we are passionate about delivering the BEST services for our residents, business and partners.


The Strategy and Communications team provide leadership, management and delivery of key Council functions, including corporate policy development, performance management and communications & engagement activity inside & outside the Council.


We are looking for an experienced and visionary policy and performance professional who is a committed and energetic leader to be our Head of Policy and Performance.


Working with colleagues across the Council's services and functions, you will play a pivotal role in leading the Council's approach to policy and strategy development and performance management.

As Head of Policy & Performance, you will support the Director of Strategy and Communications, working across all services to deliver key policy, strategy and performance activities.

Your Day-to-Day

  • With Members and senior officers, leading on the development of corporate policy and strategy for the organisation
  • Horizon scanning national and regional policy to understand impacts on local policy
  • Representing the Council at local, regional and national levels, promoting partnership working across the region and helping to shape national and regional policy
  • Translating the Council's vision into practical and achievable plans
  • Supporting the Council's Members, Chief Executive and Director of Strategy and Communications on policy formulation and review to monitor progress and impact
  • Ensuring that all duties and responsibilities are carried out in accordance with Council's Constitution, governance arrangements, policies and procedures.

You are

  • An organised vibrant leader who can model and demonstrate organisational values & leadership behaviours
  • Proven to be successful working in a large and complex organisation with demonstrable experience of devising effective strategies and policies which improve performance
  • Experienced working in a political environment
  • Experienced in designing and managing Performance Frameworks which allow for robust scrutiny
  • Successful in the development of positive external relationships and influential partnerships
  • An adept communicator who communicates with clarity, conviction & enthusiasm and can demonstrate integrity, create rapport, and build trust & confidence to positively influence outcomes.
