Team Overview

The Network Infrastructure and Resilience team sits within the Networks and Communications Group in Ofcom.

Its primary role is to provide a technical overview of telecoms networks to support a range of policy projects as well as Ofcom's Connected Nations programme.

This work provides Ofcom and external stakeholders with critical information about the extent and performance of fixed and mobile communications networks in the UK.


Other examples of our projects include:

  • Our Resilience programme, which considers how we can improve the resilience and reliability of communications networks
  • Technical measures to protect consumers from nuisance and scam calls
  • Contributing to policy work on broadband and mobile coverage, particularly on technology options for the most difficult to reach parts of the UK
  • Technical options to understand the performance of broadband services
  • Supporting policy work on the transition of communications technologies, such as PSTN retirement and 3G switch-off
Purpose of the Role


The role of an Associate supports the projects led by the Network Infrastructure and Resilience team and also provides technical input into other policy projects from the Networks and Communications group.


The Network Infrastructure and Resilience team is also involved in a number of projects where we collect data from the industry to report on the coverage and performance of networks.

Some experience of data analytics would be beneficial to support the team's activities in this area, particularly in MS Excel, PowerBI and querying systems and languages such as PostgreSQL.

You will work in multi-disciplined teams alongside other technical specialists, data engineers and policy advisors. The ability to communicate technical concepts to non-technical colleagues is essential for this role.

Key responsibilities

The individual will be expected to:

  • Provide network technology advice and insight to support policy and research projects within the group, particularly regarding access network architectures and capabilities.
  • Support our data engineers to develop insights from the data that we collect from the industry
  • Explain technical concepts to a range of colleagues, including both other technical team members and policy colleagues.
Skills, Knowledge and experience- Should have working knowledge of mobile access technologies.

This includes its systems and architecture to support voice and data services.- Is able to present findings and conclusions to non-experts through both written material and oral presentations.


Desirable skills and experience- Working knowledge of fixed access technologies.- Would be beneficial to have some experience of conducting technical analysis on large data sets and demonstrable skills in data manipulation, interrogation and analysis- Experience of working in a Communications Provider or other relevant organisation, such as a vendor.
