COMMUNICATIONS AND WORKING RELATIONSHIPS ICB colleagues, including Senior Managers Governing Body and other committee members NHS EI and other regulatory bodies Commissioning Support Services DHSC bodies Internal & External Audit 2.

CORE ROLE OUTLINE AND KEY RESULT AREAS Work with colleagues to deliver all statutory reporting including the financial accounts, ensuring that the policies and processes of the various elements of the structure contribute to successful delivery of statutory reporting within national timescales.

Ensure that a comprehensive and transparent control and reconciliation system for CCG budgets (programme budgets and running costs) is developed and maintained, ensuring a full audit trail is available from one financial year to the next and that accurate and detailed financial records are kept of all component parts of approved budgets Regularly review accounting controls, financial recording systems and procedure notes in place and implement self-initiated improvements along with those recommended by Internal Audit.

Consolidation of external reporting (e.g. NHS EI) and internal reporting (e.g. CCGs Governing Body and other committees). Maintenance of financial risk log, including scoping the range of possible outcomes.


Planning and Budget Setting Support the Deputy Director of Finance in the CCG Financial Planning processes, developing and running the CCG Planning Model Contribute to the drafting and agreement of highly complex budgets and to review those developed by others in the team.

Responsible for setting CCG budgets in line with NHS EI guidance and locally agreed methodologies, providing expert advice and analysis of the most appropriate methodologies.

Financial Control Develop financial policies and procedures, including the Standing Orders and Detailed Financial Policies to ensure that the financial governance structure of the CCGs is clear and robust.

Periodically review these policies and procedures, ensuring that they meet all of the requirements of statutory reporting.


Provide training to CCG staff in financial control processes Responsible for the on-going development of the CCG budget holder manual Act as an authorised signatory in line with the CCG scheme of delegation Act as the key liaison point with Internal Audit.

Other Seek opportunities to contribute to the efficiency and effectiveness of the Finance Directorate, the services it provides and the standards of financial management and control within the CCG.

Responsible for day to day management and development of the Reporting & Control team and Corporate Management Accounts team in accordance with CCG HR policies & procedures.

Responsible for appraisals, sickness absence, disciplinary matters, recruitment and selection and workload allocation Represent the senior team at key management and operational meetings where relevant to area of work.

Any other duties and ad-hoc support as required by the Assistant Director of Finance
