This is a key role in the Transport Strategy team, which aims to progress priority active travel (cycling and walking) schemes through concept development, feasibility and detailed design ready to secure funding for delivery.

This involves supporting initial scheme prioritisation work; working with our highways design team to develop initial scheme concepts; commissioning feasibility and detailed design work from consultants; securing land required and planning permission where necessary; and engaging with stakeholders to achieve local support.

In April 2020 Buckinghamshire Council became the UK's newest council with the residents of Buckinghamshire now being served by a single, unitary council.

Buckinghamshire is an ambitious, rapidly growing county, with over 50,000 new homes to be delivered by mid 2030s and three Enterprise Zones to be the focus of the county's economic growth.

It is in the middle of the Oxford to Cambridge Arc and a founding member of England's Economic Heartland.

Buckinghamshire is also affected by several National Strategic Infrastructure Projects which include HS2, East West Rail, and Western Rail Link to Heathrow.


This year we will also begin work on our new Local Transport Plan and Buckinghamshire Local Cycling & Walking Infrastructure Plan (LCWIP).

We want to facilitate increased walking and cycling activity levels across Buckinghamshire and these documents will set out the priority active travel schemes that will help us to deliver this objective.

The Transport Strategy Officer will progress background work on these key active travel schemes ready for securing funding.


About the role:

Some of the key tasks which the Transport Strategy Officer will be expected to undertake are as follows:

  • Support the development and implementation of the service plan, contribute to the development and delivery of the Council's Local Cycling and Walking Infrastructure Plans (LCWIPs) and from these help us develop a pipeline of shovel ready schemes.
  • To manage the feasibility and scheme development of a range of infrastructure projects (particularly walking & cycling schemes particularly those either in receipt of DfT Active Travel funding or being prepared for bidding).
  • To work with other teams within the Council to develop individual schemes either for the purposes of developing bids to secure funding or for handover to design and delivery teams.
  • To support reporting, evaluation and monitoring of external funding (particularly Active Travel), including reporting on outputs and achieved outcomes.
  • Provide professional advice, guidance and support to a range of internal and external customers / stakeholders.
  • Write reports, briefing notes and responses to provide recommendations related to scheme development or prioritisation of schemes (e. from the Council's LCWIPs).
  • Proactively build and maintain good working relationships and communicate effectively with all stakeholders, to ensure service delivery and to share and identify best practice.
  • Support the preparation and submission of bids for short and longterm funding.

Any-Desk:


As an 'any-desk' worker, you'll need to be connected to our network to access digital folders and resources, but this can either be from home or an office location when required.

You will be required to work from the office a couple of times a week, depending on your role and team requirements.


About you:

As the Transport Strategy Officer for active travel you will support the Transport Strategy Manager and senior colleagues with the preparation of a pipeline of active travel schemes, particularly the scheme development work for projects eligible for external funding (i.e. the DfT Active Travel Fund) and progress these to ensure the Council has a selection of shovel-ready schemes for bidding and implementation, in collaboration and consultation with stakeholders.
