Job summary:


The Department for Levelling Up, Housing and Communities (DLUHC) is setting up the Office for Local Government (Oflog) - a new body that was announced in the Levelling Up White Paper earlier this year.

Oflog will be a data-driven body with the purpose of providing a transparent and authoritative source of information about the performance of local government.


The Programme Management Team are looking for two Project Support Officers to enable the smooth running of the programme through the operation of programme management processes, and the co-ordination of business management actions and activities.


Job description:


  • Key responsibilities include:
  • Take responsibility for managing a project support tool, ensuring activities involved in the monitoring and control of the programme are provided to senior leaders.
  • Manage actions, issues, assumptions and risks on behalf of a determined project.
  • Support delivery of the strategic direction and roadmap for the new body.
  • Support the development and implementation of policy and legislation to support the requirements of the body working collaboratively with wider colleagues including specialist teams (Legal, Legislative team) to achieve delivery objectives and benefits realisation.
  • Develop strong relationships with key stakeholders inside and outside government including sector bodies to codesign and drive policy delivery.
  • Monitor and analyse information, reporting progress, slippage and highlighting areas of risk and opportunity.
  • Implement and maintain appropriate systems to enable effective planning and scheduling.
  • Manage potential risk areas, working with risk managers and escalating as appropriate.
  • Provide briefing to Ministers and senior officials on policy and legislation.
  • Establish and maintain project controls. Ensure the Programme Management Team are kept aware of the project status.
  • Ensure organisational tasks are carried out efficiently. Manage and monitor compliance of the project with Departmental Security, Health & Safety, Equality & Diversity, Business Continuity and Business Planning.
  • Support the drafting of highquality reports and communications for the Executive Team and staff.

Person specification:


  • Experience of working as a project support officer (or similar) in a fastpaced programmatic delivery environment.
  • Excellent oral and written skills including the ability to communicate detailed information succinctly and clearly.
  • Excellent stakeholder management skills and an ability to work collaboratively, build consensus and influence outcomes, as well as excellent oral and written communication skills and attention to detail.
  • Strong interpersonal, stakeholder and communication skills, including the ability to work confidently with diverse groups of senior stakeholders and challenge where necessary.
  • Be able to manage information and provide key updates in a timely manger.
  • Good understanding and working knowledge of RAID, change control and scheduling.
  • Evidence of influencing others in an ambiguous and fastchanging environment.
  • Have a proactive approach to developing productive relationships with stakeholders, bringing people together to support delivery of the programme.
  • Be able to engage, motivate, and coach others as well as acting as a role model to inspire and empower colleagues.
  • Strong working knowledge of Microsoft Office.
  • A wiliness to take a leadership role to positively influence the personal and professional development of the Programme Management Team.
