Service Charge Accountant


Pinpoint Resourcing are currently working with a not for profit property company based in London to source a Service Charge Accountant to assist the Head of Finance.


Duties:


  • Calculate the ground rent, service charge estimates and actual costs for leaseholders and tenants, and ensure the customers are notified within agreed timescales and in accordance with lease agreements and relevant legislation.
  • Responsible for the construction, production and issuing of all financial statements pertaining to leaseholder charges, including both annual estimates and actuals and major works charges for Leasehold properties in the company portfolio, working with otherdepartments to achieve this.
  • Lead on the Rent Increase process, by supporting Network Homes to ensure that all rents are set and monitored. Checking all rent charges are calculated correctly, entered onto the system, and sent out to tenants and shared owners. Then creating the HousingBenefit files for the local authority.
  • Liaise with Repairs and Development Teams on any major work or new developments ensuring they are billed in accordance with lease agreements and relevant legislation.
  • Providing service charge advice at design stage and provision of service charge budgets for new schemes.
  • Manage service charge accounts and related invoices. Undertaking periodic review of transaction postings and comparing budget to actual costs. Raise journals to make the necessary adjustments between account and property codes.
  • Demonstrate the relevance and reasonableness of the service charge or to obtain dispensation where it is not possible to meet the requirements of the Landlord and Tenant Act 1985 (as amended).
  • Provide relevant information to support Leasehold Valuation Tribunal First Tier cases and represent SW9 Community Housing and Network Homes in related matters at the First Tier and the County Court where necessary.
  • Liaise with internal and external stakeholders on queries relating to services charges including assisting auditors on yearend service charge accounts and providing service charge and budget variation reports to key stakeholders.
  • Identify where money is not collectable as a result of noncompliance with the terms of the lease, the Landlord and Tenant Act 1985 (as amended) and other relevant legislation, ensuring that default/write off notices are prepared as appropriate.
  • Establish resident/owner status by carrying out online checks with Land Registry within guidelines and ensuring appropriate action in undertaken.
  • Liaise with the Leasehold Property Manager to develop and enhance information provided to leaseholders on news/estimates/final account and including 'welcome' pack for leaseholders and the service charge handbook.
  • Resolve internal and external disputes or queries related to service charges (including estimates and actuals) in an efficient and appropriate manner.
  • Contribute to investigations relating to the liability of leaseholders/freeholders to pay for services.
  • Carry out new lease reviews to ensure all service charge costs are captured in the lease.
  • Arrange and attend leaseholder service charge meetings.

Salary:

- £35,000 to £42,000 DOE
