Category Manager


To lead a specific strategic sourcing programme for defined categories and provide effective management of the Trust and Ambulance procurement portfolios in line with Standing Financial Instructions, EU Procurement Directives and UK Legislation.

The postwill deliver a service that facilitates delivery of products and services on time and at the lowest ultimate cost whilst maintaining the highest level of probity, legislative and corporate compliance, and supports delivery of patient care to the highest standard.

Main duties and responsibilities

  • To have specialist knowledge, evidenced by being qualified in procurement (MCIPS)
  • Have substantial practical experience in a public sector procurement/contracting/supply chain environment.
  • Have experience in public procurement, including knowledge FTS (previously known as OJEU) requirements
  • Have a demonstrable track record of delivering cash releasing savings and experience of negotiating commercial contracts
  • Possess excellent communication skills
  • Have specialist knowledge in at least one area or category (Fleet, Estates, Consumables, etc.).
  • Where there have been significant and regular failings in quality, highlight this information to an operational supervisor for consideration and action including intrusively overseeing the further compilation and completion of files.
  • Record the quality of files on the relevant database and other workload information on systems as appropriate.
  • To support development of a 'right first time' approach to file build across the Force, provide specialist advice and guidance to officers and police staff drawing on knowledge of the Criminal Justice System as a whole, ensuring compliance with policy andlegislation throughout.
  • Conduct research using PNLD and the internet in order to maintain and update knowledge of the relevant guidance and legislation including National File Standards, Director's Guidance on Charging, Code for Crown Prosecutors, Disclosure Manual, MagistratesSentencing Guidelines and Victims' Codes.

  • Identifying, reporting, and delivering opportunities for savings and cost reduction
  • Optimising EEAST's commercial position through effective contracting and negotiation
  • Providing advice and guidance on risk management related to contracting and procurement
  • Working with internal and external stakeholders to develop strong relationships
  • Promoting effective supplier relationship management
  • Developing a category management approach to an assigned area of responsibility
  • Operating as a spokesperson for bestpractice public procurement in accordance with NHS Procurement principles and UK law.
