Job summary:


DE&S Deca is a specialist part of Defence Equipment & Support (DE&S) tasked with supporting a vast range of defence avionics, electronics and components to provide high-quality, cost-effective support to the UK Armed Forces.

We have a rich heritage as the MOD's in house repair, maintenance, overhaul and upgrade service provider by offering innovative solutions to guarantee best value for Defence.


An experienced, self-motivated HR professional, you will lead a small team of HR professionals to deliver HR activities across DE&S Deca during a transformation period.

You will provide expert advice to key stakeholders, support and guide HR and wider teams on key change programmes and projects across the business where there is impact upon people.


Being mindful of the scrutiny on Public Sector pay and in accordance with Civil Service Terms and Conditions, salary on appointment is normally at the minimum point of the salary range and this should therefore be the expectation.

Existing Civil Servants will be appointed in line with the normal Civil Service pay rules.


Job description:


The role will work collaboratively with key stakeholders at DE&S Deca on the drafting, planning and delivery of specific people projects; establish credibility with senior stakeholders in order to build business intelligence and influence high-level decision making and champion best practice.


The role involves building confidence, coaching and supporting those who work with people to embed tangible changes to people management activities.


Person specification:

The responsibilities of the role include but are not restricted to:

  • Accountable for the identification, development, commissioning and evaluation of a HR interventions required to deliver DE&S Deca strategic objectives.
  • Lead on review of core HR strategies, policy and procedures and provide support and guidance on implementing improvements.
  • Support change programmes, providing sound HR advice on policy and process and where necessary, seeking legal advice.
  • Collaborate with the HR, L&D and Transformation teams to develop and implement interventions within appropriate timescales and budget to enable the business to improve against people targets derived from corporate objectives.
  • Assist with the development of core management capabilities such coaching skills, performance management, delivering and receiving feedback, having difficult conversations, identifying development needs and succession planning.
  • Contribute to a positive work environment and promote a collaborative approach to change management.
  • Engage positively and proactively with recognised departmental, internal and external stakeholders to deliver on organisational priorities.
  • Lead and develop a team of HR professionals delivering change projects.
  • Develop strong working relationships with business leaders.
  • Identify, development and deliver a range of HR interventions required to achieve business objectives.
  • Effectively engage with senior management in strategic workforce planning to establish current and future people numbers, skills/behaviour requirements.
(including leadership capability) and structure required to meet business needs.

  • To support the business partner approach that shapes and influences management thinking on people issues, managing and proactively resolving all aspects of the employee life cycle. This includes resourcing, attendance, performance management, disciplinary and grievance issues, talent management and succession planning.

Essential Criteria:

  • Educated to degree level with a level 7 CIPD qualification.
  • Experience as a HR generalist in areas such as talent management, HR service delivery, HR software implementation, employee engagement, reward and recognition.
  • Previous experience of leading and managing a team, setting objectives and managing performance.
  • Experience of stakeholder management and business partnering approach.
  • Experience of project management, identifying and managing risks and managing outputs in a timely and cost effective manner.

Qualifications:


  • Relevant HR qualification at Level 7.
