Great Bentley is in the heart of Tendring District, South East of Colchester, with a Parish Council of 9 elected members, all of whom are passionate about the Parish and all it has to offer.


Great Bentley Parish Council is looking to appoint a stellar administrator who is able to spin a number of plates in the air and enjoys working independently to take on the role of an Assistant Clerk to support the Clerk and Responsible Financial Officer.


You will need to have a positive flexible attitude, be able to meet deadlines, whilst balancing priorities, be self motivated, community minded and deal empathetically with members of the public in representing the Parish Council.

You will be one of the key figures working closely with Parish Councillors with the aim of fulfilling their vision.

This is within the context of an expanding community to provide facilities and services fit for discerning Parish residents.

Experience of Local Government and/or committee work (e.g. agenda preparation, minute taking), is desired, however as long as you have good numeracy / literacy skills and competent IT skills with a willingness to learn and take on new training to develop your skills further this is also accepted.

The role will mostly be administrative, liaising with suppliers and partner organisations, with attendance at some meetings which are held in the evenings required.

Job Purpose

The purpose of this role is to support the Clerk in ensuring the Council is run smoothly and operates in line with relevant laws and statutory obligations.

It is primarily an organisational and administrative role supporting all of the Clerk's activities. This is a developmental role and training will be given.


Key Accountabilities - to support in the following:

  • Ensuring that the Council's civic and administrative functions and services are performed professionally and in accordance with all relevant statutory obligations.
  • Ensuring that legal, statutory and other provisions, governing or affecting the running of the Council, are observed.
  • Ensuring that the Council's Standing Orders are properly observed and implemented.
  • Managing the Council's employees and contractors effectively.
  • Ensuring that the Council's obligations to insure are properly met.
  • Preparing and publishing in consultation with the Clerk and appropriate Councillors as necessary, agendas for meetings of the Council and its committees; to attend such meetings and prepare minutes for approval.
  • Receiving correspondence and documents on behalf of the Council and to deal with the correspondence or documents or bring such items to the attention of the Council.
  • Receiving and reporting on invoices for goods and services to be paid by the Council and to ensure such accounts are met. To issue invoices on behalf of the Council for goods and services to ensure payments are received.
  • Drawing upon both on his/her own initiative and as a result of suggestions by Councillor's proposals for consideration by the Council and to advise on the practicability and the likely effects of specific courses of action.
  • Managing premises, assets and facilities owned or operated by the Council in accordance with the directions or policies of the Council.
  • Monitoring the implemented policies of the Council to ensure they are achieving the desired result and where appropriate suggest modifications.
  • Acting as a representative of the Council as required.
  • Issuing notices and preparing agendas and minutes for the Annual Parish Meeting; to attend the assemblies of the parish meeting and to implement the decisions made at the assemblies.
  • To be responsible for ensuring that the reasonable instructions of the Council in connection with its function as a Local Authority are carried out, to produce all the information reasonably required for making effective decisions and to implement constructively all decisions.
  • The Clerk is the responsible officer in respect of the Health and Safety at Work etc. Act 1974, in regard to his/her own safety, the safety of other employees and that of members of the public, customers or other persons visiting any of the Council's premises.
  • Preparing, in consultation with the Chairman, press releases about the activities or decisions of the Council.
  • Attending training courses on the work and role of the Clerk as required by the Council.
  • Managing the website in respect of the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018
