You will work effectively with members of the Health Protection and Business Operations Teams to provide support across Health Protection related programmes along with project management support to other areas of the business as required.

You will lead anadmin team within Business Operations and be part of the Business Operations Management Team.


As Programme Manager you will be responsible for leading a defined set of interdependent projects and the associated business change activities typically low to moderate in complexity.

You willbe responsible for overseeing thesuccessful delivery of the requiredoutcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks and issues, and ensuring business readiness for change.

This role is aligned to the Project Delivery Capability Framework (PDCF) career pathway Programme Manager 2.

You will be joining the Health Protection Operations (HPO) Directorate within the East Midlands which delivers responsive and effective operational health protection services in order to secure the nation's health from infectious diseases as well as environmental,chemical, and radiological threats.

HPO East Midlands is a multi-disciplinary team of Consultants in Health Protection, Health Protection Practitioners, Emergency Preparedness and Business Operations.

Roles and Responsibilities

  • Lead on specific Health Protection related programmes, providing direction and guidance to the programme team and more broadly across the project delivery profession in UKHSA.
  • Draft and clear business cases with input from Business Operations and Health Protection specialists.
  • Lead on resourcing, planning scheduling and estimating.
  • Oversee risk and issue management. Ensure mitigations are in place and resolved.
  • Ensure realisation of benefits through planning and designing, and that project outputs meet programme requirements.
  • Lead the planning of programme assurance activities.
  • Work with project managers and operations to ensure dependencies are actively managed.
  • Act as arbiter, resolving issues between elements of the programme.
  • Manage internal and external stakeholder relationships, maintaining regular communication.
  • Maintain overall integrity and coherence of programme and governance framework to support each project.
  • An active member of the UKHSA Project Delivery Profession Community.

Essential Criteria:


  • Significant experience of planning, resource management, risk and issue management and governance in a project or programme environment.
  • Working knowledge of scheduling, budgeting and cost management, business case development, business change and implementation, change control, assurance, and benefits management.
  • Detailed knowledge of project methodologies and frameworks.
  • A visible leader with experience of promoting diversity, inclusion and equality of opportunity, respecting differences.
  • Ability to work independently in a fastpaced environment, managing complex pieces of work that have lots of dependencies and moving parts.
  • Strong interpersonal skills, and the ability to develop effective relationships with a wide range of internal and external stakeholders.
  • Experience of managing others in a managerial or supervisory role including performance management, appraisal and development.
  • Excellent written and verbal communication skills, with the ability to influence, challenge effectively and collaborate across boundaries.

  • APM Practitioner Qualification
  • APM Registered Project Professional
  • Project Leadership Programme
New entrants to the Civil Service are expected to start on the minimum of the pay band.

Either case is determined by whichever is the highest.
