Job summary:

This role is in the Data, Research and Strategy Team of the OVA.

The role will head up the OVA's Strategy team, working alongside two other Grade 7 leads for Data and Research.

The role will have line management and leadership responsibility for one SEO, as well as leadership responsibilities across the OVA.


The Data, Research and Strategy Team are responsible for providing an evidence base to the OVA policy teams, across government and the wider Veteran community as they go about their work to design, develop and deliver interventions and services.

The Strategy team is responsible for ensuring the UK meets the objectives set out in the Strategy for our Veterans.

The Strategy team own the governance and accountability arrangements for the Strategy, which include regular Senior boards, working level thematic groups, a performance and evaluation framework and supporting the Minister for Veterans' Affairs in his duties, i.e.

holding other government departments to account.


The role will oversee existing work to improve governance and accountability arrangements - where new ideas are encouraged, as well as adopting best practice from across government and the private sector.

In 2023 new work will start on the process to write a new Veterans' Strategy and on updating the Strategy Action Plans.


Job description:


The Office for Veterans' Affairs (OVA), based in the Cabinet Office, was created in 2019 to lead the cross-government delivery of the Strategy for our Veterans, to develop future iterations of that strategy, and to provide leadership, advocacy and improved coordination of veterans' issues across government.

The aim of the OVA is to realise the Government's ambitious strategic vision, to make the UK the best country in the world to be a veteran.

There are around 2 million veterans in the UK and 15,000 people leaving the Armed Forces every year.


The government wants to ensure that every single veteran has the opportunity to move successfully into civilian life and can access the help they need to do so.

The community of veterans and their families is diverse and varied in the support people need, with the work of the OVA spanning issues including housing, health and wellbeing, employment, diversity and inclusion, historical legacy issues, finance, criminal justice and societal recognition of the value of service in the Armed Forces.

We are seeking a talented individual to lead the Strategy team, including line management of one SEO.

This is an exciting role with the opportunity to cover a broad range of policy areas, as well owning governance and accountability arrangements.


The key responsibilities will include:

  • Lead the Strategy team, while supporting the Data, Research and Strategy team and wider OVA
  • Oversee, adapt and improve the governance and accountability arrangements to ensure the Strategy for our Veterans is delivered
  • Chair and develop the thematic groups, working in tandem with the OVA policy leads, which support the delivery of the Strategy
  • Deliver a performance and evaluation framework
  • Design and run the process to shape the new Veterans Strategy and write the Strategy
  • Develop the next Strategy Action Plan for
  • Build on existing relationships and create new ones that improve how the Strategy is delivered and updates on progress provided


The OVA is responsible for driving forward the delivery of the Government's Veterans Strategy and for coordinating veteran's policy across Government.

This involves innovative thinking.

and ensuring policies and services deliver maximum value and benefit - in areas ranging from health and wellbeing, employment, access to housing, maximising the use of digital technology to improve access to and outcomes from veterans' services and improving wider societal recognition of the role and value of veterans.

This is a wide-ranging role and will involve you developing policies and problem solving.


You will play a leading role in exercising the convening role of the Cabinet Office to ensure that Departments are delivering against commitments in the Veterans Strategy.

Building strong relationships across Government and with the charity sector will be key to success.
