Brief Description:

**About the function

The Legal and Corporate Services** team provides legal, corporate governance and compliance services for the Network Rail group of companies through the department's own experts or through external advisers.


The Transparency, Ethics and Data Protection team sits within Legal and Corporate Services and the Freedom of Information team is responsible for dealing with thousands of requests for recorded information each year.

It needs to provide legally compliant responses, wherever possible making Network Rail more transparent, open and accountable.


About the role (External):


What does the average day look like?


In this role, you will review and manage high volumes of requests, in line with legislative requirements and internal processes, working with stakeholders to meet deadlines.

This will include collating and issuing detailed written responses to requests, identifying relevant colleagues in the wider business. Escalating complex requests to Information Rights Specialists so that they are legally compliant, including where internal reviews are conducted.

You will also analyse, evaluate, and interpret sensitive complex or technical information, by verifying with relevant experts, legal guidance and precedents to make proportionate, evidenced and auditable decisions on disclosure providing practical, equitable and legally compliant responses to requests by negotiating with, and influencing colleagues, applicants and third parties.


You will be supporting the Information Rights Specialists and FOI Manager to manage cases in accordance with agreed processes, to develop knowledge of information rights law and increase your capacity to make decisions on/deal with cases independently.

As well as supporting in dealing with legally challenging, sensitive, or high-profile requests, your customer service skills will be used by proactively engaging with applicants to clarify requests, manage customer expectations and achieve the right outcome.


What essential skills and experiences are required?

  • Demonstrable ability to identify/solve problems and make decisions.
  • Demonstratable ability to think analytically and absorb technical detail quickly.
  • Proven evidence of oral and written communication skills.
  • Evidence of Influencing and stakeholder and customer management skills.
  • Demonstrable high level of organisational skills and attention to detail.
  • Evidence of teamwork and building positive relationships

We would also like, but not essential.

  • Paralegal/legal background
  • A working knowledge of the FOI Act / EIR regime and an understanding of current legislative requirements
  • An understanding of wider information access legislation such as the Data Protection Act and the principles of good information management.
  • Willingness and capacity to undertake formal FOI training.
  • IT literate and experienced in using a variety of information management systems.
