Result of Service

The focus of this position is to support the development, implementation, monitoring and evaluation of operational capacity development, training and learning projects and activities implemented by ISA.

Prorgamme areas will cover all components of the mandate assigned to it by UNCLOS and the 1994 Agreement (law of the sea, policy, governance, 2030 Agenda, environmental management, marine scientific research, resources stewardship, technology etc).

ORGANIZATIONAL CONTEXT


The International Seabed Authority (ISA) is an international organization established under the United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of the United Nations Convention on the Law of the Sea.

The ISA is the organization through which States Parties to UNCLOS shall, in accordance with the regime for the seabed and ocean floor and subsoil thereof beyond the limits of national jurisdiction (the Area) established in Part XI and the 1994 Agreement, organize and control activities in the Area, particularly with a view to administering the resources of the Area.

The capacity building/development mandate of ISA is implemented by the Executive Office of the Secretary-General.


The Executive Office of the Secretary-General assists the Secretary-General in supervising and coordinating the work of the secretariat, pursuant to the executive directions of the Secretary-General and the relevant directives and decisions of the Council and decisions of the Assembly.


The Executive Office is also responsible for:
(i) coordinating the policy response of the secretariat on substantive matters and ensure internal coordination between substantive offices and units; (ii) coordinating, with the relevant offices and organizational units, the progress, timely delivery and achievement of the programmatic mandate of the Authority; (iii) formulating and monitor the implementation of the strategic plan, the high-level action plan and all related frameworks; (e) coordinating, report on and, as appropriate, manage the delivery of the voluntary commitments established by the Authority in pursuance of the 2030 Agenda for Sustainable Development; (f) designing, developing and implementing the Authority's resource mobilization plan.


RESPONSIBILITIES
Under the guidance and supervision of the Chief of Staff & Head of Strategic Planning Unit, the Programme Management Officer (Capacity development) will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of training, capacity-building (CB)/capacity development (CD) programmes/projects in the areas of work of ISA.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Researches, analyzes and presents information pertaining to training, CB/CD needs, gathered from diverse sources.
  • Performs consulting assignments including in planning and facilitating training and development workshops, developing and supporting blended learning programmes with a strong elearning component, and operation and functional CB/CD assignments;
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives pertaining to operational CB/CD, training ; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions (when possible), including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
