Reporting to:
The Gregg Schools Trust (The Trust).

Line Managed by:
The Headteacher of The Gregg School.

Hours of Work:
Normally Monday to Friday 8.30am to 5.30pm.

The post-holder will also be expected to work outside these hours from time to time in connection with school events/duties/functions e.g.

The Gregg School's open evening in September.


The post-holder will also be expected to attend evening meetings of the Governors and Friends of Townhill Park House Gardens.


Job summary:


The Bursar is responsible for the financial, HR and operational areas of The Gregg Schools, ensuring financial stability and sustainability.

He/she is accountable to the Trust through the Headteacher for day-to-day matters concerning the running of both schools.


The Bursar is supported by a Deputy Bursar and is also Line Manager of the Head of Facilities, Head of Marketing and Admissions, Office Manager and Catering Manager (Holroyd Howe).

The Bursar acts as Chairman of the Friends of Townhill Park House Gardens.

The post-holder will be committed to safeguarding and promoting the welfare of children and young people.


Strategic Role


The Bursar is required to support the Headteachers of both schools with the development and implementation of the schools' Strategic Development Plans and in particular, all elements of the plan relating to the schools' finance, property and business matters.

The Bursar is a member of the Senior Leadership Team at The Gregg School, and attends Governors' meetings.


Duties/Responsibilities will include:


Finance
Responsible for general financial policy within the Trust.

  • Financial planning, including the preparation of short and longterm budgets and forecasts.
  • Monitoring income and expenditure in relation to budget and presenting regular management reports to the Governors
  • Monitoring of departmental and other operational budgets
  • Production of statistical data
  • Payment of all salaries, including PAYE and National Insurance Contributions and compliance with regulations for benefits in kind.
  • Exercising financial control of all expenditure, current and planned
  • Preparation of annual financial accounts, statutory returns and the audit process
  • Preparation of bimonthly management accounts
  • Administering pension scheme for teaching and support staff
  • Control of the invoicing and collection of fees
  • Debtor control
  • Production and monitoring of Cash Flow and Profit & Loss projections for current and future years.
  • Overseeing the purchasing of all goods and services for the schools
  • Monitoring of risk and asset registers
  • Ensure controls and checks are in place to fight against external and internal fraud to protect the Trust

Note:
The Trust uses Sage Line 50 and Sage Payroll for accounting purposes.


Human Resources

  • Acting as adviser to the Headteachers on all staff employment issues with specific responsibility for ensuring compliance with all relevant aspects of employment law and procedures. Preparing documentation relating to disciplinary, capability, grievance and associated legal matters
  • To undertake such disciplinary, capability and grievance interviews as appropriate.
  • Ensuring that all relevant staff have contracts of employment and keeping the Trust's standard contracts up to date as new legislation takes effect
  • Keeping abreast of developments in Employment Law.
  • Overseeing the saferrecruitment process and the Trust's Central Staff Register in line with legal requirements and the Keeping Children Safe in Education requirements.
  • The assessment and implementation of pay scales and salaries for all staff in conjunction with the Headteacher and Governors Salaries Sub-Committee

Note:
Guidance is obtained from an external HR consultant when needed.


Legal and other accountability

  • Overseeing and accountability in all areas of legal compliance
  • Dealing with all legal and other matters that affect the Trust with the assistance of appropriate professional advisers when needed or appropriate
  • Advising the Trust on matters affecting the charitable status of the schools
  • Working closely with the Trust and Governing Body to ensure that the Trust has uptodate policies in place in all areas specified by ISI and other areas as appropriate.
  • Lead in the negotiations of any relevant property lease renewal
  • Responsible for ensuring that the Trust has adequate insurance cover at all times to include employer's liability, buildings and equipment cover, personal accident, travel insurance and other relevant cover. Professional advice should invariably be sought
  • Will be the school's Data Controller in accordance with the Data Protection Act.
  • Arranging the cottage accommodation, ensuring that the appropriate leases and licences to occupy are signed by the tenant.
  • Control of Complaints Procedures and Register in accordance with ISI requirements
