About us

The Energy Team is part of a multi-disciplinary Property Team with specific responsibility for developing, maintaining, and reporting the Councils Carbon Management Plan; to contribute to the Council's Project Zero challenges and lead on the property related challenges set out in the Council's Climate Change Challenge Plan; be responsible for the Councils Carbon reporting data and annual returns to Welsh Government and to implement the Councils decarbonisation priorities.

The Principal Energy & Decarbonisation Officer role is a key role in delivering these important priorities.

Description:


To support the Decarbonisation & Energy Manager to provide advice as the Council's expert in relation to Energy and Decarbonisation strategies and to lead and manage the Energy and Decarbonisation team effectively and by example.

To ensure that all relevant Energy consumption data from suppliers and end users (by site visits/inspections etc) are collated.

To support the Decarbonisation & Energy Manager to ensure that this data is accurate and stored within the Councils Energy Management Database.

To support the Decarbonisation & Energy Manager in the production of auditable energy consumption and carbon emission data to comply with the requirements of Welsh Government Carbon Reporting.

To present energy consumption, decarbonisation and carbon footprint data to the Decarbonisation & Energy Manager when required.


To support the Decarbonisation & Energy Manager in providing monthly update reports to the Operational Manager Property in respect of decarbonisation and Project Zero challenges and Carbon reporting.


Ensure that the Senior Energy and Decarbonisation Officer develops techniques and methods using existing and/or new software for better capture, storage and presentation of fuel consumption data.


About you

You will need:

  • Significant experience of working in a senior Energy / Decarbonisation role.
  • Experience in preparation of contract documentation
  • Contract management of building related works
  • Experience of using databases and manipulating large volumes of data.
  • Experience of working within relevant legislative frameworks
  • Experience of installation of recent technologies such as heat pumps, solar PV, thermal
  • Experience of seeking grant funding/management of Energy related projects
  • Experience of communicating with a wide variety of senior stakeholders
  • Experience of managing projects and contracts
  • Excellent working knowledge Welsh Government Net Zero carbon reporting requirements.
  • Knowledge of community empowerment approaches.
  • Excellent working knowledge of utility providers and their billing processes.
  • High degree of technical knowledge and ability in Energy management systems
  • Thorough knowledge of the impact of Climate Change and Net Zero commitments.
  • Excellent knowledge of energy efficient technologies within buildings.
  • Excellent knowledge of local authority tendering procedures.
  • Thorough knowledge of the Salix loan scheme/other relevant funding streams.
  • Ability and confidence to give presentations to a range of different stakeholders
  • Excellent report writing/presentation skills
  • Degree (or equivalent) in a scientific/engineering discipline relevant to Energy Management Engineering or Surveying.
  • GCSE or equivalent English Language and Mathematics is essential
