What does a X do at Hillingdon?


Support Hillingdon Borough Council's accountable person in the day-to-day management of the higher-risk residential buildings to ensure that safety standards are adhered to and the safety of all residents is ensured.

Reporting to the Director of Operational assets and the Mechanical and electrical planned maintenance contracts and fire safety engineer.

Management of the building safety strategy

All fire door installation works programmes

Management of fire risk assessments and remedial works for housing and corporate stock.


Key Responsibilities include:


  • To cooperate with the Building Safety Regulator, the BSM organisation within the Council and the 'Accountable Person' (the ultimate building owner)
  • To be responsible for the daytoday management of the buildings
  • To act as the point of contact for building occupiers and residents
  • To comply with role specific regulatory requirements. Including operating within the building registration regime confirmed by legislation
  • To promote building safety and the safety of people in and about the buildings within their remit
  • Prior to occupation the NI(BSM) will:
  • Meet the requirements of the AP prior to occupation, at Gateway Point three including:
  • Submitting a resident engagement strategy
  • Submitting an initial building safety risk assessment
  • Signing a statement confirming that an appropriate handover has taken place with key personnel in the design and construction of the building (not required for existing buildings).
Acquire, manage, review on an ongoing basis and update the relevant documentation.

  • To manage the fire risk assessment programme and remedials contracts for the Council's corporate and domestic assets, ensuring all regulatory and legislative responsibilities are met.
  • To manage compliance data on a day to day basis and to produce analysis/summary reports.
  • To liaise with suppliers, contractors and stakeholders to ensure that relevant maintenance and remedial works are undertaken as required and monitoring future performance.
About you

Able to fully access buildings/building sites/ rough ground in order to carry out aspects of the role.

Hold a current UK Drivers Licence or equivalent and have vehicle available for use.

Ability to work flexible to meet the needs of the service, including

occasional evenings and weekends, and out of hours rota

Comprehension of building structures and building systems

Comprehension of inherent building systems operate

Comprehension of operational practices necessary to maintain buildings safe for occupiers and visitors

Comprehension of technical risk management

Clear understanding of and ability to fulfil relevant roles, responsibilities and duties in relation to HRRBs

  • Experience of monitoring and challenging performance through regular meetings, achieving positive outcomes whilst maintaining effective working relationships.
  • Experience of appropriate procurement processes to ensure value for money services is achieved.
  • Experience of Building Safety and statutory compliance works contracts and extensive experience of data management.
  • Experience of preparing technical reports that are associated with building safety.
