Activities and Responsibilities of the Post
Principle Purpose of the role


We are looking for a Commissioning Support Officer to work within the Policy, Commissioning and Communications Directorate within the Office of the Police and Crime Commissioner for Norfolk.


The Police and Crime Commissioner (PCC) is elected by the Norfolk public to set the countywide strategy for reducing crime and disorder and improving community safety.

The PCC is the voice of the people in policing, holding Norfolk's Chief Constable to account for delivering an efficient and effective police service.

Your PCC champions the needs of victims of crime and the vulnerable, providing local services to ensure that help and support are available to them.

The Office of the Police and Crime Commissioner supports this work.


The Commissioning function of the organisation is responsible for commissioning services that support victims of crime and to reduce crime and/or antisocial behaviour.

This specific role is to support the Commissioning Team through the provision of business support including administration, financial administration and the organisation and management of meetings, including public meetings and multi-agencies boards and foras.


The commissioning team commissions many specialist services where there are victims/survivors of crime which include, domestic abuse, sexual violence, and children sexual abuse as well as more generic services.

Main Activities of the Role

To assist in developing effective commissioning practices, policies and procedures supporting the Policy and Commissioning team.

  • To help administrate boards and forums managed and hosted by the OPCCN.
  • Support the monitoring and management of the OPCCN Commissioning budget by carrying out tasks such as running reports, collating information, arranging for payments to be made, administrative level financial tasks
  • Assist in the procurement processes
  • Carry out searches for funding opportunities and sharing that information as appropriate.
  • Adhoc project support work.
  • Any other duties that are commensurate with the role and grade as may be requested by management.
Person Specification

It is essential that applicants meet the following criteria:
Demonstrate experience of working in an administrative role

  • Working in a team to assist with the development of policies, practices, procedures and financial information
  • Coordinating meetings, including compiling notes/minutes and following up actions
  • Organising meetings/small events with partners and internal and external customers
  • Placing orders, setting up of accounts, reconciliation of invoices
  • Educated to GCSE level including possession of GCSE's in Maths and English Language or an equivalent qualification(s).
  • Excellent organisational skills with high levels of accuracy and attention to detail. Good keyboard skills with a comprehensive knowledge of Microsoft Office Suite
  • Interpersonal skills and integrity necessary to gain and sustain the confidence of colleagues at all levels within the OPCCN, Norfolk Constabulary, strategic partners and voluntary and community sector organisations
  • Effective communication skills demonstrated by the ability to communicate confidently at all levels both internally and externally
  • Ability to work within data protection and management of information laws
  • Ability to find appropriate solutions to problems using own initiative and as part of a team
  • Ability to drive as required and attend remote locations across Norfolk County.
  • Proven ability to accurately compose documents and presentation material. Good numeracy and literacy skills
It is desirable that applicants meet the following criteria:

  • Working in Commissioning/procurement e.g.placing of orders, setting up accounts, paying of invoices
  • Organising meetings/small events with partners/internal/external customers
  • Conducting searches for/distributing information to internal/external partners with funding options
Hours of work are 37 per week Monday to Friday. This post is offered on a permanent basis.
