Job summary:

This band D post working in the MoD banking team is part of the Treasury Management team.

The role is responsible for a range of banking related tasks along with general support to the team in ensuring the MoD bank accounts are maintained and that HM Treasury banking policy/governance is adhered to.


It is a varied role supporting bank account holders across the department and is customer facing, therefore requires good communication skills.


Specific tasks include daily checking of bank balances and movements, monthly reconciliations of accounts, monitoring of governance processes (ensuring correct personnel are signatories for accounts), as well as supporting hedging and forex purchase processes.

This position is advertised at 37 hours per week


Job description:


This post working in the MoD Treasury Management banking team is responsible for the tasks listed below, along with general support to the team in ensuring the MoD bank accounts are maintained and that HMT banking policy/governance is adhered to.


The postholder will be responsible for:

  • Checking bank balances on a daily basis to ensure they contain correct funding and copy with policy
  • Maintaining governance of bank accounts by enabling update of bank mandate forms, ensuring only correct users have access to public funds
  • Liaising with account users and the banking provider to enable withdrawal of funds in cash, and to cancel unnecessary requests (cancelling payable orders issued)
  • Monitoring of fuel price rates (Platts rates) for input to the MoD Fuel Hedge Programme
  • Interrogating invoices for Fuel Hedge Programme, liaising with commercial colleagues and processing CP&F transactions where required
  • Completing updates to the Fuel Hedge Programme workbook, and processing monthly and quarterly journals as required
  • Interrogating monthly BoE spot rates as part of the MoD Forex Forward Purchase Programme
  • Processing monthly and quarterly journals in relation to the Forex Forward Purchase Programme as required
  • Reviewing balances on FMPA commercial bank accounts, producing MI and providing to senior managers for decision making. Also reviewing balances on DASA account and providing MI to stakeholders
  • Interrogating bank account movements of MoD supply account, compiling data, preparing and posting monthly banking related journals to the GL
  • Reconciliation of sterling bank accounts to ensure all movements are reflected in the GL
  • Running Oracle/Cognos reports on income received to inform the departmental NCR forecast process. Additional ad hoc tasking to run reports for MI production within the team
  • At key point of the financial year, produce and publish MMR (Mid Market Rate) exchange rates for departmental use
  • Gather data from users of MoD commercial bank accounts across the business, where public funds are held. Collate this data and provide to managers for MI purposes
  • Jointly responsible with another band D post for liaising with external stakeholders, responding to queries from Military units as well as the corporate banking provider, external bodies etc.


In additions to these tasks, the postholder will act as absence cover for another band D position covering similar tasking.

An awareness of these tasks will be provided which will include:


  • Maintaining bank balances for foreign currency accounts
  • Covering funding transfers to MoD core corporate accounts at the beginning of the month, and ensuring journals are raised to account for this in the GL
  • Reconciliation of foreign currency bank accounts
Additional tasking within the team that the applicant would be supporting the C1 and C2 in:

  • Requesting and collating TLB cash forecasting figures
  • Governance of COM statistics
  • Managing Point of Sale kit rollout
  • Managing Bankline full access request

Person specification:

In addition to this, an ability to adapt to changing priorities it important. The role is customer facing so priorities can change at short notice.
