Network Public Sector are working with a Staffs based client who are seeking the sercives of Interim Category Manager/s for a period of - 6 months commencing in January 2023.

Role/s offer hybrid working with estimated 2 days per week on site but this may increase. Rate advertised based on Umbrella


Interim Category Manager
Main Duties

  • To work with the Senior Category Manager to develop and deliver plans that optimise value for money, support the efficient and cost effective purchase of goods and services and ensure alignment with set policies.
  • To assist with tendering activity in allocated category areas, delivering best value for money and mitigating identified contractual risk.
  • To identify category spend and recommend the most appropriate procurement strategy to meet customer requirements whilst maintaining compliance with policy and procedures.
  • Provide specialist advice on the most appropriate procurement route for allocated category areas.
  • Assist on procurement for multiple projects, balancing a variety of critical deliverables (time, cost, quality, sustainability, etc.) without compromising service standards or risk management.
  • Understand and encourage the use of existing contracts (local, regional, or national) and work with the relevant consortiums to improve these.
  • To ensure procurement activity and subsequent contract management is undertaken in compliance with external investment sources and specifically the European Regional Development Fund (ERDF).
  • Ensure that all tendering activity makes maximum use of electronic systems to encourage transparency and demonstrate process efficiency.
  • Promote and support procurement best practice to ensure that all spending represents value for money.
  • Analyse spend data and ensure that expenditure is undertaken in line with the requirements of set down Financial Regulations, Financial Procedures and Procurement Procedures and Guidelines.
  • Use various systems including Oracle Financial System, tendering software (In-Tend), Value for Money reporting (PVS), and eMarketplace (Parabilis) particularly to provide and analyse management information to inform high level decisionmaking.
  • Assist with the review and development of tendering procedures and processes to enable continuous improvement and to ensure that they reflect best practice and legislation.

Qualifications/Experience

  • MCIPS (with membership being attained by CIPS accredited degree)
  • Experience of procurement at a professional level in corporate category areas including but not limited to IT, Estates, HR and Professional Services.
  • Experience in the procurement of service contracts and frameworks including utility procurement.
  • Experience of developing and improving procurement related policies, processes and controls
  • Experience of developing valueadd relationships with category specific suppliers.
  • Sound knowledge of commercial and UK law
  • Experience of project management.
  • Excellent IT skills including the use of MS Office.
  • Excellent analytical skills
  • A high standard of written and oral communication skills and the ability to communicate effectively to a range of audiences both within the University and externally.
  • Good presentation skills
  • Excellent negotiation skills, including sound judgement and commercial awareness
  • Good personal organisation and interpersonal skills
  • Ability to prioritise work and reach decisions calmly and quickly to meet deadlines and manage competing demands.
  • Ability to work as part of a team
  • Able to work on own initiative with mínimal supervision and exercise judgement as to when to refer matters to more senior staff
