Activities and Responsibilities of the Post
Principle Purpose of the role
To administer and ensure the smooth running of the Vehicle Recovery Scheme to include the recovery, storage and disposal of vehicles through selected Vehicle Recovery Operators, whilst providing a specific point of contact for police officers, staff, members of the public and other organisations in relation to vehicle recovery matters.
Main Activities of the Role
- Act as central liaison officer for all vehicles seized and recovered by the police and maintain records of all seized vehicles and Vehicle Recovery Operators (VRO's)
- Monitor the performance of the VRO's and ensure the contracted managed service carries out inspections on their premises as required to ensure compliance with legislation and contract terms and agreement
- Deal with all queries and complaints appertaining to the scheme to include abandoned vehicles, whether received from members of the public, police officers, recovery operators, insurance or salvage companies, solicitors or any other relevant party, utilising force systems and the Vehicle Recovery Database to conduct necessary enquiries
- Liaise between VRO's and members of the public regarding the recovery charges and administration of statutory fees
- Deal with the release of vehicles from police possession ensuring where appropriate, that the relevant authorisation is provided to VRO's to act on behalf of the police and that appropriate charges are administered
- Liaise with the Force Finance Officer regarding the implementation of statutory fees and charges and the administration of VAT on these charges
- Act as liaison with all other departments, outside agencies and other interested parties in respect of the Vehicle Recovery Scheme, convening and attending meetings regarding vehicle recovery, storage and disposal
- Ensure that vehicles seized by police and which may be required to be kept for longterm storage in accordance with the Criminal Proceedings and Investigations Act 1996 remain in reasonable condition in compliance with our Duty of Care
- Make all arrangements for the retention/disposal of vehicles involved in crime seized by police for court exhibits, and for release to owners/insurance companies
- Liaise with other police forces regarding the recovery or storage of seized vehicles involved in joint police operations
- Maintain audit trails for vehicles stored/disposed of by police and monitor audit trails for all vehicles stored on behalf of police by VRO's and to prepare annual statistics of all vehicles stored/disposed of via the Vehicle Recovery Scheme
- Any other duties commensurate with the role and grade as may reasonably be requested by line management
Person Specification
It is essential that applicants meet the following criteria:
- Excellent communication and interpersonal skills with an ability to be assertive whilst retaining a clear, professional approach with the public and staff at all levels
- Experience of dealing with cash and receipts with the ability to produce financial statistics as required
- Proven ability to effectively organise workloads and tasks to meet deadlines
- Ability to travel within Norfolk and Suffolk and outside if required
- Able to demonstrate a good understanding of police and criminal justice procedures in relation to vehicles seized as a result of crime
- Basic keyboard skills and previous experience of using computer systems, in particular the Microsoft Office Suite of programmes
- An understanding of vehicle recovery techniques
- Experience of working with a contracted managed service and vehicle recovery operators
Special conditions / Points to note
- The purpose of this job description is to indicate the general level of the duties and responsibility of the role, the duties may from time to time vary without changing the general character of the role or the levels of responsibilities.
- Whilst the role is normally based at the aforementioned location, you may be required to work at other establishments across both Norfolk and Suffolk Constabularies as may be reasonably required. Police Staff Conditions of Service will be adhered to in such instances.
