Job description:


The Trade Policy and Negotiation Team leads DfT's work in developing and delivering the UK's independent trade policy, including the negotiation of transport services elements in new free trade agreements (FTAs).

This is an exciting opportunity to work on trade policy and FTA negotiations.

The postholder will be lead for the India, Middle East and Africa (IMEA) trade policy portfolio in DfT, which currently includes responsibility for FTA negotiations with India and the Gulf Cooperation Council (GCC) countries.


  • Role responsibilities:_


The Trade Policy and Negotiations Team is responsible for coordinating and leading DfT's role in implementing the government's trade policy, and ensuring it delivers the best possible outcomes for the department and the UK transport sector.


  • The postholder will lead DfT's IMEA trade policy team, which currently includes responsibility for FTA negotiations with India and the GCC. This will involve coordinating DfT's policy objectives and negotiating positions, as well as working closely with DIT to ensure these are delivered in FTAs.
  • The postholder will also lead on several thematic trade policy areas for DfT, such as Technical Barriers to Trade, Subsidies, Disputes and Resolutions, and State Owned Enterprises.
  • The role includes responsibility for, but not limited to:_
  • Leading the development and delivery of DfT objectives and policy positions in all stages of FTA negotiations, working closely with modal teams and DIT.
  • Providing leadership on trade policy issues within DfT, working with stakeholders in a fastmoving environment, managing ambiguity and handling the dynamics of multiple ongoing negotiations.
  • Maintaining oversight and providing strategic leadership over allocated technical trade policy areas for DfT.
  • Developing DfT's approach to wider trade policy objectives beyond FTAs, and ensuring these align with and support the department's wider domestic policies while seeking to maximise new opportunities.
  • Devising and leading the programme of work (the 'how' and 'success') for the "Ensuring Capability" branch of the DfT Trade Action Plan (TAP).
  • Team leadership and management of two SEOs, and recruitment as required.

Person specification:


About You

  • Excellent negotiation skills.
  • The ability to work independently when required.
  • A highly organised individual, with a flexible approach who can see the big picture and identify new opportunities and challenges.
  • Strong leadership and communication skills, particularly important for engaging with a very wide variety of DfT, Whitehall and international interlocutors as well as being a strong team leader and working alongside a team.
  • Strong briefing skills (both oral and written).
  • Strong networking skills are essential and there's lots of scope to develop this skill further.
  • The ability to work diplomatically and collaboratively under pressure and to tight deadlines is also essential.
  • Experience of leading, building and developing teams will be an advantage.
  • Experience or understanding of international and trade policy development or delivery.

Additional Information


A minimum of 40% of your working time should be spent at your principal workplace, although requirements to attend other locations for official business, or carry out detached duty in another DfT workplace, will also count towards this level of attendance.


You will have the option to be either based in London attracting the London pay scale, or in Leeds or Birmingham attracting the national pay scale.
