Job summary:


Developing policy and regulation to shape the electricity charging frameworks of the future
Ofgem exists to ensure a safe and environmentally sustainable energy supply to the households of Great Britain.

As the industry regulator, we promote the highest standards of customer care and work with industry partners to ensure that our energy system and supporting infrastructure is safe, resilient and sustainable.


Electricity network charging frameworks are a critical element in achieving Net Zero and a carbon neutral energy system and, as Ofgem's Electricity Network Charging expert, you'll have considerable influence over their design.

You'll assess options for future frameworks, develop shortlists and carry out analysis to achieve preferred solutions. This will include developing approaches to the recovery of electricity network revenues from the customer base. In particular you will lead the qualitative and quantitative analysis on regulation and policy development. You will also offer advice and updates to Ofgem's board and other executive bodies.

Person specification:


The essential criteria for this role is:

  • Extensive understanding of the energy sector legislation, regulation, and codes which govern how electricity network charges are levied.
  • Policy analysis skills: Ability to assess costs and benefits of complex problems and make robust recommendations and/or effective decisions
  • Organisational skills: the ability to plan ahead, prioritise activities (or resources), manage multiple priorities to successfully deliver at pace
  • Communication skills: Strong written and verbal communication skills that effectively communicate complex issues to nonexpert audiences in written documents and orally
  • Collaboration skills: Ability to build and maintain effective relationships with internal and external stakeholders

The desirable criteria for this role is:

  • Experience of working on consultancy, government, policy, regulatory or energy sector projects that deliver benefits for consumers, communities, or society
  • Strong analytical background (experience developing analytical frameworks, working with complex models, and using data to solve problems)
