The Workplace Services Delivery (WSD) team supports the delivery of the Workplace Services Transformation Programme (WSTP) that sits within the overall GPA Transformation Plan.

Supporting the WSTP programmes is the WSD WSTP Team, whose role it is to define and maintain standards for service delivery and operational management whilst building central capabilities, methods, processes, and in-house standards for the future.


The role will provide WSD change management support to the wider WSD teams in relation to the WSD WSTP Transition Programme in regards to the demobilisation and mobilisation of the current and new contracts.

The post holder will work with stakeholders to ensure all aspects of change are captured and managed effectively. They will proactively prepare the programmes for the impact of the changes arising at a project and programme level.


As a Change Administrator, your main responsibilities would be:

  • Day-to-day management of the WSD Change Control process, in relation to the WSD Transition of services, analysing the impact and sharing this with WSD peers for consideration;
  • Supporting Transition activiites in development and update of change requests. Providing advice and guidance on change impact and the appropriate escalation route, alternative options, associated risks and issues and relevant impact assessors and work with the project and programme teams to navigate the change control process, monitoring progress of change requests and taking action / escalating as required;
  • Ensuring project and programme plans are baselined as soon as possible to bring these under change control and working with finance colleagues to ensure project and programme spend profiles are baselined;
  • Support capability building and the use of best practice in identifying and managing change, providing advice for team members and project community on change control best practice;
  • Responsibility for reviewing, updating and managing the change control process including associated tools and training;

You'll have relevant experience in:


  • Experience of working as a change manager or from holding a role in a project or programme team with demonstrable relevant knowledge of change control;
  • Welldeveloped project and programme management skills: being organised and disciplined, showing attention to detail, and following up doggedly to ensure the right results;
  • Experience of working on a major government programme or within a similar environment;
  • The ability to see the bigger picture, with a strong understanding of both the business and wider political landscape (including the stakeholder environment) and the impact of both on the delivery of directorate, organisational and government objectives;
  • Ability to operate calmly in a fast paced, rapidly changing and complex environment, operating across multiple and varied priorities to enable the delivery of outcomes;
  • They will have good ability to resolve conflict, bringing together differing approaches to the management of change, bringing to colleagues' attention the wider impacts if not resolved in a collaborative manner;
  • Strong analytical and problem solving skills;
  • An excellent communicator, with the ability to develop and maintain trusted relationships with a wide range of stakeholders, including those at senior level;
  • An awareness of project and programme planning and confidence in using associated tools and processes.

Desirable criteria:

  • APM Chartered Project Professional (APM ChPP) Standard
  • Experienced practitioner in the use of Micro Soft projects
