Main Purpose


To lead the South Western Railway Performance Team in delivering a culture of support and engagement for the business, driving performance improvement.

To oversee the generation of excellent data quality, useful and informative analysis and impactful and relevant performance improvement initiatives, ensuring that efforts are focussed in the right areas and embedded into the business through the creation and delivery of an effective performance management system for the organisation.


Principal Accountabilities

  • Create a performance team culture of support, encouragement, challenge and engagement so that all stakeholders understand their performance responsibilities and where to go for help in delivering them.
  • Give focus to current performance including ensuring minutes attributed to SWR are correctly done so, and internally allocated to ensure identification of key root causes impacting SWR performance. Lead the team to maintain rigorous control of delay validation ensuring accurate attribution and outstanding data quality.
  • Ensure delivery of accurate and informative data analysis and reporting through the use of robust analytical techniques.
  • Ensure the analysis and reporting section of the team generate reports for the business that are interesting, timely and relevant for key stakeholders.
  • Ensure that the improvement section of the team engage with their key stakeholders, using local information and performance team analysis to inform the creation of relevant and impactful activity that drive performance improvement.
  • Work with key stakeholders to ensure they deliver their agreed SMART performance objectives within the agreed timescales, challenging them where this is not the case and supporting them to deliver.
  • Ensure that a live, organic Performance Improvement Plan exists that is continually added to and is constantly up to date. Ensure all forthcoming performance risks are identified and mitigated against through the creation of a robust risk register.
  • Ensure that the Performance Management System is continually reviewed ensuring all activity falls within team's train performance improvement cycle strategy.
  • Ensure that all operators who travel on South Western Railway services receive first class customer service in relation to all performance matters affecting their businesses.
  • Ensure that all areas of the business are fully prepared for any seasonal changes, reviewing performance at the close of each season and continually developing our plans so that we improve our delivery year on year.
  • Lead stakeholder management on performance issues ensuring that Directors, senior managers and the DfT are provided with performance data in agreed formats and within agreed timescales.
  • Develop strategies for performance improvement plans and deliver them through robust, resourced and managed projects. Work closely with Network Rail to ensure a robust quite of performance improvement plans is in place cross industry. Subsequently hold Network Rail to account for delivery of these plans.
  • Lead the Performance Steering Group, a cross industry "Head Of" level meeting to ensure deployment of the SWR Performance Strategy. Lead and chair other meetings as directred and appropriate.
  • Develop and agree expenditure budget for the activities and projects. Monitor and report spending and resolve variances.
  • Implement, continuously develop, monitor and report on South Western Railway performance action plans.
  • Lead peer review sessions with functional heads of department and directors to challenge performance action plans.
  • Undertake performance scheme, initiative appraisals and use the results to provide succinct information and advice to executive managers and directors.
  • Be responsible for all performance related franchise commitment and bidding activities as required.
  • Lead, manage and conduct the South Western Railway Trains performance audit strategy, working with Directors, Heads of Department to develop and review appropriateness of action Plans in response to audit findings and to facilitate the successful closure of all required actions.
  • Any other tasks as directed by your line manager.

  • Educated to degree standard
  • Uses a coaching style of leadership
  • High level of interpersonal sensitivity
  • Proven track record in leading teams and managing people and processes
  • Proven track record of stakeholder engagement
  • Detailed knowledge of the routes, infrastructure and rolling stock operated by South Western Railway
  • A good knowledge of performance management systems and processes
  • Able to base decisions upon factual information and numerate analysis
  • Strong negotiator, able to stand ground in the face of pressure, able to see things from other people's perspective
  • Good listening skills, seeks to understand before being understood
  • Good understanding and awareness of the Performance Regime
