Job summary:


At the Welsh Revenue Authority (WRA), we're responsible for collecting and managing 2 devolved Welsh taxes: Land Transaction Tax and Landfill Disposals Tax, on behalf of the Welsh Government.

The revenue we raise funds public services, like the NHS and schools, in communities across Wales.

Job description:


The role of COO / Services Director is a new and exciting role, key to leading the WRA's future development.

The WRA has been successful in establishing an innovative approach to the delivery of tax services in Wales.

We are now looking to build on that foundation and the COO / Services Director's role will be to lead the development of a new service delivery model we have begun to pilot.


With direct responsibility for a diverse portfolio of teams including operational tax delivery, digital and data, the role will require someone with strong strategic leadership skills and a track record of working collaboratively to develop organisational capability.


The role provides a unique opportunity to work across a range of 14 professions, risk and enforcement, and to do something truly different in the tax environment in Wales and the UK.


You'll be an integral member of our Board, Tîm Arwain (the WRA's executive committee), and play an important corporate leadership role across the whole organisation.


You'll need to be confident, have strong analytical skills and be able to competently use data to inform long-term decisions.


The role will also require the post holder to quickly create good relationships with a number of senior stakeholders in Welsh Government, the Welsh tax environment, and across UK government in order to promote, secure support and provide reassurance for our way of doing tax.

This will involve being an ambassador for the WRA, whether that's in Select Committee meetings of Senedd Cymru (Welsh Parliament) or at UK tax forum events.

Person specification:


  • Providing strategic leadership and ownership of operational delivery and tax developments
  • Developing the WRA's new service delivery capability, including identifying opportunities for new service teams, overseeing their creation and performance, and learning lessons to refine our approach.
  • Promote Our Approach to ensure the WRA remains customer focused as it grows and develops, thinking creatively to deliver in different ways to achieve everyday excellence in our services to the public and taxpayers.
  • Being an ambassador for the WRA externally, representing the organisation, our purpose, and the Welsh way of administering taxes.
  • Building effective and strong stakeholder and working relationships with Natural Resources Wales, local authorities, and other tax authorities across the UK.
  • Corporate leadership of our information security, working closely with the Welsh Governments SIRO (Senior Information Risk Officer) and DPO (Data Protection Officer).
  • Interpreting a wide range of operational and tax information in order to make strategic choices, manage risk and prioritise future and current work, particularly in relation to tax risk.
