Job summary:

Commercial is an agile Business Area with a positive culture which embraces change.

The Department has grown in recent years leading to a large increase in procurement and commercial activity and we have actively recruited to provide additional resource to support this.

We understand the extent of the challenge, and have the building blocks (people, process and policy) in place to create the 'Commercial Culture' to address future change.


The 'self service' operating model is being implemented successfully and there is a positive attitude among Business Areas with regards to further commercial training.

Arm Lengths Bodies (ALB) engagement has significantly improved and there is appetite for increased collaborative working, which we hope to take further in the future, pending further analysis.


DCMS is looking to strengthen its commercial capability and has opportunities for individuals with experience in commercial and procurement to join the Commercial Team.


Job description:


The role holder will work within an integrated commercial functional team supporting multiple business areas within DCMS leading all commercial matters and procurements.


This role provides a unique opportunity to lead commercially on a wide variety of projects in a variety of policy areas and corporate programmes.

As we are a small, flexible, wide-ranging Department, you will often be reporting directly to ministers and/or senior officials.

The role holder is expected to lead on projects for the Commercial Transformation Project. We work flexibly, within a project based, delivery focussed and dynamic environment. We work with pace and are creative, innovative and ambitious.

The role will be expected to transition to the Government Commercial Organisation.


Other responsibilities will include:

  • Provide professional procurement advice and assist the Head of Commercial Operations and Head of Procurement to provide a framework that enables the Business Areas to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for thirdparty goods and services;
  • Engage and influence stakeholders across the department and wider NDPB community so that they support the commercial strategy and visibly commit to its successful implementation;
  • Take personal responsibility; challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement; help us to develop innovative commercial solutions to meet Departmental objectives and increase efficiency whilst operating with a high degree of technical competence;
  • Assist with the implementation and embedding of supplier relationship management and Contract Management processes in the department;
  • Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money, supporting with policy and process improvements;
  • You will actively promote DCMS Values, plan and oversee the professional development and training of any staff that you may have responsibility for in the core Commercial team. Set high performance expectations, developing the capability of all those you activity manage, valuing difference to deliver results, inspiring people and creating a shared sense of purpose across the Department;

Person specification:


Essential requirements:

  • Have an understanding of Government Commercial and procurement policies and procedures, or be able to demonstrate equivalent knowledge and skills;
  • Have experience of managing corporate goods and services procurements and leading contract negotiations;
  • Have well developed interpersonal and communication skills;
  • Be able to demonstrate strong leadership and management skills;
  • Be able to demonstrate experience / capability with operating in a senior environment or role, delivering results across a wide range of projects and categories, whilst building professional and dynamic relationships across an organisation and with stakeholders;
  • Support commercial delivery of an organisation and be able to operate with autonomy, working flexibly and innovatively with policy colleagues across all of our work areas;
  • Have excellent attention to detail whilst understanding of the bigger picture and understanding of how your work impacts the wider team and Department
