Purpose of Job


The Associate Economist for Competitiveness is a member of the Competitiveness team in CGPA, which supports EBRD's activities to advance policy objectives in the Industry, Commerce and Agriculture (ICA) sectors, including transaction-linked and stand-alone policy dialogue, as well as overseeing general policy engagements to improve the CoOs' business environment and investment climate in the areas of competition policy, innovation and SME support policies, and the role of state in the economy.

As such, the role entails the delivery of policy dialogue activities, ensuring coordination with banking OLs in the origination and structuring of ICA projects with policy components, leveraging transactions to develop and support capacity to implement relevant sectoral regulatory frameworks.

The role entails collaboration with economists in the Impact / Partnership pillar to raise the TI ambition of projects as needed, and working with other policy specialist teams, including the legal transition team (LTT) on delivery.

The role reports to the Associate Director, Head of Competitiveness, CGPA.


Accountabilities & Responsibilities

  • Policy dialogue:_
  • Work with Principal Economists to conduct policy dialogue with relevant stakeholders to promote relevant policy and ICA sectors reforms, and improving the general investment climate / competitiveness of CoOs, with a view to developing longterm relationships and becoming a trusted adviser;
  • Contributes to country and relevant sector strategies discussed by the EBRD's Board of Directors and relevant subcommittees to deliver results in the form of evidencebased improvements;
  • Ensure coordination with other PSD pillars, OGC/LTT and ICA banking departments to enhance efficiency and effectiveness of policy delivery; and with CSD in the implementation of policy dialogue with both green and exgreen components; coordinating joint initiatives, including country strategy missions (with all relevant stakeholders);
  • Support the design, development, management and coordination of complex TC projects or lead on standardised TCs with internal and external counterparts to support reforms or specific transactions;
  • Monitor the performance of TC projects and work with the Impact pillar to ensure adequate ambition;
  • Supporting the AD / Principals, contribute to briefing notes and presentations for the VP Policy and Partnerships management (or alternate's) contributions to Committee deliberations and Board meetings.
  • Transaction design and support:_
  • Proactively work with the ICA teams towards transactional opportunities, including to ensure that relevant transactions are aligned with relevant policy recommendations;
  • Provide input into the design and appraisal of relevant ICA projects with policy components, working with the Impact pillar to enhance the TI ambition as appropriate;
  • Support the ICA teams regarding transactions requiring protected sector analyses, working with the Impact pillar;
  • Work with clients to ensure policyrelated benchmarks are met in order to facilitate disbursement;
  • Work with the Partnership pillar to mobilize donor funding to support transactional and nontransactional TCs.
  • Knowledge generation and analytical work:_
  • Contribute to the production of high quality analytical reports and policy notes that adequately analyse/reflect relevant policy ICA sectors development issues with particular emphasis on the areas of their team's expertise, including relevant knowledge products and sector strategies as appropriate;

Knowledge, Skills, Experience & Qualifications

  • A postgraduate degree in economics or related field from a leading university;
  • Postgraduate professional/work experience, gained for example through employment in an international organisation, relevant financial or governmental institution, consultancy/company, think tank or academia;
  • Excellent in communicating results to noneconomist decision makers at a senior level;
  • Excellent interpersonal skills;
  • Proven analytical and quantitative skills;
  • Strong clientfacing skills;
  • Ability to operate in a multicultural environment and build effective working relationships with internal/external clients and colleagues;
  • Excellent written and oral communication skills in English at the standard required for a professional publication, official documents and official representation;
  • Familiarity with the EBRD region of operations and work or study experience in the region is an advantage;
  • Knowledge of one or more languages of the region is an advantage.
