KHM is responsible for all conservancy duties, navigational safety and traffic regulation of all vessels bound to and from the Dockyard Port of Plymouth, the Port of Plymouth (Cattewater), Millbay and Sutton Harbour.

The PCO manages the conservancy and environmental protection within the Dockyard Port of Plymouth so it is fit for use as a port and that the harbour is in a fit condition for a vessel to utilise it safely and provide users with adequate information about conditions in the harbour.
