Job summary:


This role supports the Head of Navy Finance Specialist Services to manage the financial aspects of the Navy's Efficiency Programme.


Key responsibilities include implementing an effective communications strategy across Navy for efficiencies, co-ordinating and monitoring progress of all financial benefits, and providing accurate and timely reports detailing delivery against target.

The post holder will ensure all efficiency related information is correctly reflected in the Navy Forecast both in-year and across the 10 year plan.

They will engage with and ensure accountability of key stakeholders, working closely with the Transformation Teams (Support, Digital and Acquisition) and functional areas.

The role includes the provision of advice and assistance on all aspects of the efficiency programme.


This is an exciting role that can provide the job holder with exposure to wider MOD including Defence Resources, Defence Equipment & Support (DE&S), and Transformation programmes.

This position is advertised at 37 hours per week.


Job description:

The job holder is accountable for all aspect of financial efficiency reporting, including:

  • Engaging with stakeholders across the Navy to provide advice and guidance on efficiency reporting.
  • Developing and implementing an efficiency communications strategy for Navy Command, including setting up and managing an efficiencies network and working group.
  • Providing accurate and timely efficiency reports comparing the Navy forecast delivery position against our efficiency target. This will include associated variance analysis and quarterly transformation benefits reports.
  • Consolidating efficiencies data and tracking initiatives through maturity levels.
  • Ensuring that our financial position accurately reflects the planned delivery of efficiencies both in year and across the 10 year plan, including retaining suitable audit trails.
  • Working closely with Finance Business Partners, P3M specialists and the Navy Transformation programme team to capture financial benefits of projects and programmes.
  • Reviewing opportunities to develop efficiencies at the outset or idea stage.

Person specification:


Essential criteria:


  • Experience of engagement at senior levels within a financial environment
  • Ability to communicate effectively at all levels and be able to clearly present complex information
  • Confident and able to deliver results
  • IT literate in MS Office and in particular Excel
  • Mathematically competent

Desirable criteria:


  • Experience of or an interest in efficiency reporting or benefits management

Qualifications:


  • Holding or willing to work towards a Level 4 qualification with AAT, CCAB or CIMA
