Leicestershire County Council is seeking to appoint up to two independent members to join its Corporate Governance Committee to support it in delivering and promoting good governance.

The Corporate Governance Committee is comprised of seven elected members. Ideally the independent member will bring to the Committee a wide range of skills, possessing knowledge of financial controls and management,

and/or governance, risk and audit matters.

They will be part of the Committee in an advisory and consultative capacity.


The role
The role of the Independent Members will be to provide specialist knowledge and insight to the workings and deliberations of the Corporate Governance Committee and to assist the Committee in discharging its powers and functions:
a) To promote and maintain good governance within the Council particularly in relation to internal control.

b) To challenge and provide assurance
_ over_ the Council's internal control framework and wider governance processesto ensure that they are fit for purpose.

c) To review the Council's accounts and follow up any control issues raised concerning them.

d) To ensure that there is effective and adequate internal audit, counter fraud and risk management provision.

e) To provide independent assurance that recommendations made by internal and external audit have been acted upon.

f) To promote and maintain high standards of conduct by members, ensuring compliance with the Members' Code of Conduct.


Independent Members will be given support and invited to attend training events to develop their skills, knowledge and experience for the role.


Person Specification
Applications are invited from people who are able to demonstrate that they have a broad range of skills, including:

  • A high level of integrity and a desire to inspire public confidence.
  • A strong commitment to maintaining high standards and ethics in public life.
  • Ability to understand complex issues and assimilate information quickly.
  • Good analytical skills and the ability to scrutinise information and processes and challenge appropriately.
  • A knowledge/understanding of public, private, voluntary or the charitable sector, or of large, complex organisations at a senior level.
  • An understanding of the wider local government environment and accountability structures, and the political process.
  • A knowledge/understanding of corporate governance, risk management, accountancy, financial control,Internal and External audit, and/or regulation and compliance.
  • Ability to be objective, openminded, independent and impartial (including politically independent) and to ask questions in a way that is nonjudgmental.
  • Strong interpersonal and communication skills and the ability to contribute to discussions.
  • An awareness of the issues currently facing local government and the key priorities for the County.
  • A respect for confidentiality and an ability to deal with issues of a sensitive nature in a sensitive and diplomatic manner.
Applicants should preferably live and/or work in Leicestershire or otherwise be able to demonstrate an affiliation with Leicestershire.


Terms of appointment

Independent Members will be required to:

  • prepare for and attend up to six meetings of the Corporate Governance Committee, which are usually held in public during normal office hours at County Hall in Glenfield;
- undertake their duties in a politically neutral manner;
- abide by the Council's Code of Conduct for Elected and Co-opted Members, which sets out expected standards of behaviour, and will be required to complete a Register of Interests form on an annual basis and keep this updated;
- attend training to enable them to carry out the role effectively;

The role is a volunteer role, but all reasonable travel/subsistence costs will be payable.


Please note, the Council cannot appoint anyone who has had significant previous dealings with the Council which compromises their impartiality or anyone who is an MP or an elected member of a local authority, or has been in the last five years, or is actively engaged in local party-political activity.
