West Sussex County Council are responsible for a wide range of services across the whole of the county, acting in the best interests of the residents in West Sussex.

Our role is to act strategically and to implement local and national policy; working together with partners to ensure that services we operate, influence and purchase are of appropriate quality and meet best value, and that this is reflected in our commissioning, procurement, and contracting as well as quality oversight.

We place wellbeing, safety and quality of care at the heart of the work we undertake and aim to develop, support and sustain good quality care by working in partnership with internal and external stakeholders across the county ensuring the availability of care and support services for our customers which meet their needs.


The Health and Social Care Act sets out a range of responsibilities for all local authorities, and these include promoting wellbeing, preventing, reducing or delaying needs, provision of information and advice, market shaping and commissioning of adult care and support, managing service availability and preventing provider failure and other service interruptions.


The care and support markets are currently experiencing unprecedented challenges, with continuous operational and financial pressures at a national and local level; these factors must inform our decision making, and the oversight of West Sussex care and support services across the county.

We recognise that at different times in their life and for a variety of reasons many people need a range of care and support services to meet their changing needs; these may include care at home and more formal care and support services such as dementia and nursing care.

It is at these times that our residents should feel confident that the services they receive will be safe, of good quality and delivered with dignity and respect.


As a Contract Officer working for Adult Services and Health you will be part of the team that will ensure that good quality, affordable care is available for all our residents.

Working proactively with the existing and emerging markets you will develop relationships with providers and other professionals that ensure services are responsive and meet need.


This is a diverse role communicating with and supporting the market daily, gathering soft intelligence, information and data and working with a range of stakeholders to influence and support quality care provision in West Sussex.

Commission, to ensure quality and safety is assured, and developing professional relationships with stakeholders is key to developing understanding care markets.


This will be a challenging, dynamic and rewarding role and we are looking for individuals who have the appropriate aptitude and skills to make a difference for some of the most vulnerable residents in our society including older people with dementia, adults with physical disabilities, people with mental health needs or learning disabilities and others with long term complex health or continuing health care needs.


What you'll need to succeed
You will have strong interpersonal skills and be a good communicator.

You will have experience of working autonomously or remotely in a busy workplace or office environment and be nimble in balancing daily priorities with more long-term objectives.

This will require experience of using spreadsheets and analysing information or data, as well as completing duties under pressure of time.


You will have good organisational skills, be able to manage competing priorities, and be comfortable collating performance information through the set-up and management of routine monitoring processes, including regular contractor meetings which you may have to lead.


You will need to be motivated by our customers' wellbeing and professionally curious, be able to use common sense and initiative and, with the support of the wider team, be able to identify performance issues, agree performance improvement plans and use your knowledge to address them.
