Job summary:

The Government Security Function (GSF) oversees the delivery of protective security across Government.

Our Mission is to enable Government to protect citizens and provide vital public services by understanding and managing security risks.

We set the strategy and standards for Government Security, monitor departmental security performance, manage pan-government security incidents, support the delivery of key security capabilities and lead the Government Security Profession.

The Government Security Group (GSG) is the centre of the Security Function, based within the Cabinet Office.

GSG is transforming the Government's approach to protective security to ensure it is fit to meet the challenges of the digital age.

This role offers an exciting opportunity to work in a fast-paced, dynamic team, with a breadth of stakeholders including in other Government departments, the National Technical Authorities and the Agencies, and to contribute to delivering improved security across Government.


The Response and Coordination Team is looking for a Higher Executive Officer to support and lead security investigations and develop partnerships that will help inform security policy and practice.

We are a small but highly motivated team who have the privilege of working with departments across the civil service.


Job description:


This key role involves working with stakeholders across HMG to support the investigative lines of enquiry and develop knowledge of the security landscape.

It will require the holder to work as part of a team, using information processing skills to provide insight and develop recommendations that inform investigative strategies and security policy.

This will include carrying out structured collection of information from a range of sources and providing assessment and recommendations.

The role holder will be expected to be a highly effective communicator with excellent interpersonal skills. Report writing, briefing and interview skills are required.


There will also be the opportunity to work across the team, and gain valuable insight into the Government Security Function.


This is an excellent role for someone who enjoys problem solving, presenting their ideas confidently and being part of a creative and resourceful team.


Person specification:

The role holder will work on all the areas listed and will lead on the delivery of several (exact responsibilities will be divided across the team depending on skills and priority areas):

  • Provide reports on specific investigations or across linked incidents from a range of sources.
  • Undertake effective security interviews or briefings for information gathering or in response to a specific security issue.
  • Provide clear and informed briefings to support decision makers.
  • Support the team to standardise investigative methodologies and lead on specific investigative work streams.
  • Liaise with other GSG teams and departments across the civil service to ensure joined up working and the sharing of useful data.
  • Lead on projects which evolve and improve team processes and effectiveness.

Key Skills/Experience

  • Strong written and verbal skills with the ability to communicate information clearly
  • An understanding of politics and government functions
  • A background in investigations or intelligence is essential (law enforcement, security investigations, HR investigations or similar disciplines)
  • Understanding of pattern and link analysis
  • Ability to adapt to changing priorities and work to tight deadlines
  • Experience of information collection methods in support of an investigation, project or research task
  • Good understanding of the relevant law and best practice relevant to data and information processing
  • Ability to build good working relationships with team members and external stakeholders
  • Good organisational and time management skills for planning and delivery.
  • Experience of investigations and/or intelligence is essential.
