Job summary:

His Majesty's Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194.

It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.


The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth-based ships.

HMNBP is one of three naval bases providing enabling support as part of the nation's defence strategy.

In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas.

This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship's companies preparing for operations.

A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services.

Strategy and Plans Directorate


The Strategy & Plans Directorate acts as the custodian of HM Naval Base Portsmouth Strategy and oversees the effective delivery of change/transformation projects and programmes.

It also provides a Portfolio Office function for the management of business-as-usual activity at the corporate level and the governance and assurance oversight for the Future Maritime Support Programme (FMSP) contract incorporating Support elements to the Naval Base.


The role of the Strategy and Plans Directorate requires a strong team working ethos as it's pan organisational output requires a dynamic ability to support and understand other directorates and their outputs.

As the custodian of delivery for all change and transformation projects as well as the development of management planning and governance processes, including production of associated supporting documentation and meeting administration, Director Strategy and Plans requires an agile and dynamic staff to ensure outputs and deliver against Naval Base requirement.

The Directorate is responsible for the development, maintenance and update of the NB's vision and strategy.

To achieve this there are a number of sub departments within the Strategy & Plans Team who manage the following key areas:


  • Coordination of the 10 year plan which sets out the key sustain and improve project and the projects within the Change Portfolio.
  • FMSP Information Management and data analysis.
  • Contract Requirements management.
  • Risk Management and Operating capability management.
  • FMSP Governance and Assurance.
This position is advertised at 37 hours per week


Job description:


The MPT3 role is a key supporting function that forms a fundamental part of the Future Maritime Support Programme (FMSP) Governance and Assurance process through identification and management of risk and the development of management planning strategy and governance processes.

MPT3 acts as a direct deputy to MPT2 in the course of their duties.


Key responsibilities are:

  • Support to Directorate Boards.
  • Support SPT in the development of management planning strategy and governance processes, plus the associated supporting documentation and meeting administration.
  • Act as secretary for all 1* Management led meetings.
  • Deputise for Cdr SPT, SPT2 and SPT1 as required.
  • Functional support to SPT1 on ad hoc basis (as directed by Cdr SPT)
  • Act as NBC focal point for COMPASS administration and direct support of FMSP delivery.
